At the working session, Deputy Prime Minister Vuong Dinh Hue informed about some socio-economic development situations of the whole country in 2015 and the first 4 months of 2016.

Comrade Nguyen Xuan Duong - Deputy Secretary, Chairman of the Provincial People's Committee presented a summary report on the socio-economic situation in the first 4 months of 2016, plans from now until the end of the year, including solutions to remove difficulties for enterprises in the province, the restructuring of state-owned enterprises and some proposals and recommendations of Nghe An.

Accordingly, the total GRDP in 2015 increased by 7.43%; the average GRDP per capita reached 29 million VND/person/year; the growth rate of the total GRDP in the first quarter of 2016 increased by 6.46%, higher than the growth rate of the last 4 years. The investment and business environment continued to improve. In 2015 and the first 4 months of 2016, new investment certificates were granted and adjusted for 190 projects with a total investment capital of 103,708.42 billion VND. Services developed rapidly and diversified in all fields; the financial sector developed strongly, by April 30, 2016, the mobilized capital of credit institutions in the area reached 82,933 billion VND; cash collection in 2015 reached 10,038 billion VND; new rural construction made remarkable progress; many large infrastructure projects are under construction; political system, national defense and security are maintained.

Comrade Nguyen Xuan Duong reported to the Deputy Prime Minister and the Central working delegation on the socio-economic situation in 2015 and the first four months of 2016, along with the assessment of the results after two years of implementing Resolution No. 26-NQ/TW of the Politburo.

Nghe An province proposed to the Government a number of issues such as supporting funding for the construction planning of Nghe An province and the socio-economic development planning of Nam Dan district into a model district with a total budget of 80 billion VND; promptly deploying investment in projects managed by ministries and branches in the province; including key projects of the province in the government bond capital plan for the period 2016 - 2020; increasing medium-term public investment capital in addition to the announced capital; supporting counterpart capital from the support source from the central budget and a number of other recommendations.

At the meeting, representatives of corporations and general companies proposed that Nghe An province provide maximum support in procedures and policies to accelerate the progress of investment projects in Nghe An province. Specifically, representatives of The Vissai Group said that they are constructing and trying to put Nghi Loc seaport into operation in November 2016, planning phase 2 to become a general port with 2,000-ton ships that can enter and exit; expected to be named Loc An Vissai.However, there are currently problems with site clearance. We request the Provincial People's Committee to speed up the construction of the road to the port and quickly complete site clearance. Phase 2 of the Song Lam Cement Factory, if cleared early, will be constructed in the third and fourth quarters of 2016.

Representatives of Vingroup Corporation wish to speed up the procedures for attracting and clearing land for projects invested by the corporation, especially the Quang Trung apartment complex project.

The representative of the Traffic Construction Corporation 4 also said that the Cua Hoi bridge construction project is in line with the socio-economic development plan of Nghe An and Ha Tinh; the Corporation will strive to speed up the progress to soon start construction.

On the side of Hoa Sen Group, the representative said that the products produced by the group are not enough to meet market demand, especially the US market. Therefore, it is recommended that the Provincial People's Committee create favorable conditions to support procedures and mechanisms for businesses to develop, contributing together with Nghe An and other businesses in the country to seize the golden opportunity to invest quickly to capture the world's major export markets in the current period of deep integration.

The representative of the Textile and Garment Group said that there are currently 4 factories operating in Nghe An, employing 1,200 workers/factory, preparing to operate the factory in Hoang Mai and has surveyed to set up more factories in the districts of Quynh Luu, Nghi Loc,... The scale of the factories in Nghe An will employ about 10,000 workers, so it is proposed to invest in a dyeing and weaving area to serve the textile and garment factories.

Also at the meeting, representatives of central ministries and branches explained and gave opinions on the proposals of Nghe An province as well as enterprises to solve and help the province as well as investors with capital sources and the most effective ways. With the proposals of enterprises, BIDV Bank leaders committed to actively cooperate, disburse capital on time and provide maximum support for loan procedures to facilitate enterprises in investing in production development.

Concluding the working session, Deputy Prime Minister Vuong Dinh Hue basically agreed with the report and highly appreciated the efforts of the Party Committee and the Government of Nghe An in attracting investment in recent times. He also pointed out the limitations and shortcomings in local management and administration that need to be promptly corrected and overcome to improve work efficiency and attract investment and develop Nghe An's socio-economy in the coming time. The province must review the targets and closely follow the Resolutions of the Provincial Party Committee and the Government to organize drastic and effective implementation.

Comrade Vuong Dinh Hue suggested that the province should consider changing the way of thinking in managing and developing the province's socio-economy, focusing on development through mechanisms and policies; taking short-term goals to support long-term goals. Review the problems and difficulties the province is facing to have appropriate action plans and programs.

In addition, the Deputy Prime Minister also noted a number of specific issues that the province should focus on resolving soon and affirmed that the Government, ministries and branches will support Nghe An to help the province quickly and effectively implement the goals set out in Resolution 26-NQ/TW of the Politburo.

That is to concretize Resolution 26 of the Politburo with practical actions such as establishing a separate project on planning Vinh - Cua Lo Boulevard and having a policy mechanism for implementation. Focusing on solutions related to the Prime Minister's Decision on re-planning Binh Minh Street, Cua Lo Town. Assigning the Ministry of Transport to be the investor of the Cua Hoi Bridge construction project connecting Nghe An with Ha Tinh, completing procedures to submit to the Government early so that construction can start in June 2016, along with Vingroup's project in Cua Lo.

Another issue that the Deputy Prime Minister also emphasized is that to promote tourism development, Nghe An takes Uncle Ho's hometown as the center to connect with cultural, spiritual, and resort tourism types, etc. For the national new rural construction program, it is necessary to combine new rural construction with urban development, continue to implement projects to develop Western Nghe An, etc. and some other contents.
