Wards in Thai Hoa have a lower rate of health insurance participation than the provincial average.

According to a report from the Ward People's Committee, up to this point, 75.23% of the local population has participated in health insurance, equivalent to 6,625 people.

However, at the meeting, Deputy Head of the Culture - Social Committee of the Provincial People's Council Nguyen Thi Lan, this result is still low compared to the current average rate of the whole province of 86.93% and the target set by the province to reach 90% by 2020, as well as the target set by the Resolution of the People's Council of Thai Hoa town that by 2018, 86% of the population will participate in health insurance.

Explaining the reason for the low rate of people participating in health insurance, Mr. Pham Van Hung - Vice Chairman of the Ward People's Committee, said that the reason for the difficulty in mobilizing people to buy health insurance cards is that the quality of medical examination and treatment is still inadequate; special medicine for health insurance patients is very rare, people have to buy it from outside to use; medical facilities and equipment are not yet adequate, people still have to sleep in 2-3 beds when going to the hospital.

Besides, Vice Chairman of the Ward People's Committee Pham Van Hung also frankly admitted that subjectively, there are still some groups that do not really understand the importance and significance of the health insurance policy to focus on leading and mobilizing people to participate. On the other hand, the target of the Resolution of the Ward Party Congress, term 2015 - 2020 only sets out that 80% of the population will participate in health insurance by 2020.

At the meeting, members of the monitoring delegation also raised many issues requiring local authorities to clarify related to the issuance of incorrect and duplicate health insurance cards; the use of the 7% deduction for units directly managing health insurance participants; the list of subjects receiving 100% budget support for health insurance contributions, including meritorious people, the elderly, poor households, children... is accurate and complete?

Concluding the meeting, Deputy Head of the Culture - Social Committee of the Provincial People's Council Nguyen Thi Lan requested Quang Tien ward to pay attention to promoting and mobilizing people to participate in health insurance, contributing to ensuring social security, in which it is necessary to focus on issuing health insurance cards for households.

Ms. Nguyen Thi Lan also requested that the units that receive the source of deduction from health insurance should use it for the right purpose and effectively in providing primary health care for the subjects assigned to their management.
