Strictly manage the purchase and use of state assets

(Baonghean.vn) - On the morning of October 10, the working delegation of the Provincial People's Council worked with the Department of Labor, War Invalids and Social Affairs to monitor the procurement, management and use of State assets in the period 2013 - 2015.

This is an activity within the plan with the aim of evaluating the implementation of the law on management and use of State assets, at the same time learning about the advantages and difficulties as well as proposing recommendations from agencies in the province for more effective implementation.

The inspection delegation was led by Comrade Le Hong Vinh - Member of the Provincial Party Committee, Chairman of the Provincial Party Committee's Inspection Committee, Head of the Economic - Budget Committee of the Provincial People's Council. Accompanying the delegation were leaders of relevant units.

Reporting to the monitoring delegation, Mr. Nguyen Bang Toan - Director of the Department of Labor, War Invalids and Social Affairs, said that the department's organizational structure includes 9 specialized departments and 23 affiliated units, 800 employees, of which more than 600 are on the payroll.

In the past, the Department has reported the annual declaration of State assets to the Department of Finance for timely entry into the national database. The transfer, liquidation and sale of assets have been carried out consistently and in accordance with prescribed procedures. The management and use of money from these activities have been strictly controlled.

“Every year, the department has established inspection teams to inspect this matter. Investment and procurement are carried out in accordance with the provisions of the Bidding Law and its implementing guidelines. Transparency, thrift and waste are implemented,” said the head of the Department of Labor, War Invalids and Social Affairs.

However, the unit still has some limitations such as not being able to promptly monitor asset fluctuations; there are some shortcomings in the management of records related to assets...

At the meeting, the Department of Labor, War Invalids and Social Affairs proposed to annually allocate funds to improve facilities, including building a new headquarters for the Department of Social Evils Prevention; upgrading some degraded works, purchasing equipment, etc.

“The assets arising are reflected promptly, fully and clearly. The inspection and examination plan and the transparency regime in asset management are well implemented,” said comrade Le Hong Vinh, adding that regarding the recommendations, the working group agreed with the department and requested that this agency develop a plan to send to relevant units for a final resolution.
