(Baonghean) - In recent years, the mountainous district of Que Phong has implemented many solutions for administrative reform (AR) and inspection of discipline and order, including installing surveillance cameras at offices and soon implementing online meetings between the district and communes.

Install cameras to monitor compliance with discipline and administrative order

In August 2017, Chau Kim commune allocated a part of its budget and socialized to install 4 cameras at the one-stop department, the hall, the office yard and the parking lot. These cameras are all connected to a screen arranged in the office of the Chairman of the Commune People's Committee.

Up to now, according to the assessment of the commune leaders, the use of cameras has brought many benefits, especially raising the awareness of discipline and administrative discipline of the staff and civil servants.

Mr. Luong Van Son - Chairman of Chau Kim Commune People's Committee said: The awareness of cadres and civil servants about the implementation of Directive 26 of the Prime Minister and Directive 17 of the Provincial Party Standing Committee on strengthening discipline and administrative discipline has been significantly improved.

Especially at the one-stop department, staff are on duty in accordance with regulations, always present to receive and handle administrative procedures for people; minimizing gatherings and talking during working hours.

In addition, the work of thoroughly understanding and studying resolutions of all levels and the contents of agency meetings are all seriously participated by cadres and civil servants, limiting the situation of doing personal work and using phones because there are surveillance cameras in the hall.

“I can monitor directly or retrieve to view the content, so the management work is carried out more strictly. If there are signs of poor compliance, I will remind and correct immediately,” said Mr. Luong Van Son about the effectiveness of installing cameras at the headquarters.

Before Chau Kim, since 2016, Tri Le border commune has also installed 7 cameras at the one-stop shop, the first floor, the second floor, the hall, the parking lot and the gate of the commune headquarters. Members of the Party Standing Committee, the Standing Committee of the People's Council, leaders of the People's Committee and heads of organizations are all allowed to install applications on their personal phones to view the content recorded by the cameras.

Talking to reporters, Mr. Vi Van Cuong - Chairman of Tri Le Commune People's Committee assessed that this is a very effective solution, helping leadership and management work more smoothly; the working style, attitude and behavior of the staff and civil servants are also improved.

On the other hand, cameras also help ensure security and order at the agency headquarters. A motorbike theft on the headquarters premises was discovered and the subject was arrested the next day thanks to the camera images.

According to the Department of Internal Affairs, Que Phong District People's Committee, in addition to installing cameras at the district People's Committee headquarters and the district's one-stop transaction center, 6/14 localities including Kim Son town and the communes of Nam Nhoong, Chau Kim, Thong Thu, Nam Giai, and Tri Le have installed cameras to monitor the compliance with discipline and administrative discipline of officials and civil servants using the commune budget and socialized resources. The district leaders also encouraged the remaining communes to apply the above method.

Will have online meeting with commune level

2019 was chosen as the year of administrative reform of Nghe An province. The leaders of Que Phong district People's Committee focused on directing strongly with the determination to create strong, positive and clear changes in administrative reform work, especially in administrative procedure reform; organization and operation of one-stop shops at all levels in the district.

Since January, the District People's Committee has issued the State administrative reform plan of Que Phong district in 2019, in which specific tasks are assigned to specialized departments, agencies, relevant units and People's Committees of communes and towns.

Accordingly, Chairman of Que Phong District People's Committee Le Van Giap requested heads of specialized departments and offices; leaders of units under the district People's Committee; Chairmen of People's Committees of communes and towns to focus on strengthening leadership and direction in implementing the plan; at the same time, closely follow the district's PAR index scoring criteria to promptly and effectively implement.

This is an important task. The leaders of Que Phong district require departments, offices, units, and People's Committees of communes and towns to seriously implement it because the district's PAR index in 2018 was rated 76.26 points by the Provincial People's Committee, classified as Fair, only ranking 15th out of 21 districts, cities, and towns of the province.

Any unit that performs slowly or ineffectively, losing points or affecting the district's administrative reform index, depending on the level, will be considered for lowering the emulation ranking at the end of 2019.

In the solution, Que Phong continues to focus on modernizing the administrative system by developing a plan to apply information technology; continuing to manage, urge, monitor and expand the system of managing executive documents at all levels; transferring and guiding the use of digital signatures to the commune level; effectively applying the exchange of information between State administrative agencies through the official email system.

Que Phong determined that it is necessary to continue exploiting and using the Online Public Service Portal and the electronic one-stop system connecting Nghe An province to provide level 3 and level 4 public services of the district People's Committee; applying the quality management system according to ISO standards in the operations of administrative agencies (Decision to announce the quality management system; Maintain and improve the system; Report results and accompanying evidence).

In particular, to improve work efficiency, reduce travel time, save costs, especially for communes in the district center, the district is currently coordinating with a telecommunications company to provide consultation, support infrastructure, technology and plans to organize conferences from district to commune online in the second quarter of this year.
