National Assembly elects new President and Prime Minister
Along with evaluating the results of the five-year task implementation, this National Assembly session will spend half of its time on perfecting leadership positions such as President, Prime Minister, and National Assembly Chairman.
The opening session of the 11th session of the 13th National Assembly will bebroadcast live on television and radio from 9am this morning. An hour before that, delegates held a preparatory meeting to approve the session's agenda.
This session, the National Assembly is expected to consider and pass 7 draft laws, including the Law on Access to Information; the Law on Signing, Joining and Implementing International Treaties (amended); the Press Law (amended); the Law on Child Protection, Care and Education (amended); the Pharmacy Law (amended); the Law on Amending and Supplementing a Number of Articles of the Law on Value Added Tax, the Law on Special Consumption Tax and the Law on Tax Administration; and the Law on Export Tax and Import Tax (amended). These are priority draft laws aimed at continuing to perfect the legal system to implement the 2013 Constitution.

Delegates also spent about 4.5 days to review and evaluate the results of the implementation of the socio-economic development tasks and the state budget in 2015; the results of the 5-year period 2011-2015 and decide on the 5-year socio-economic development plan 2016-2020; decide on the 5-year land use plan for the period 2016-2020; review the summary report of the 2011-2016 term of the National Assembly, the agencies of the National Assembly, the President, the Government, the Prime Minister, the State Auditor General, the Supreme People's Court, the Supreme People's Procuracy, etc.
The last 10 days of the session were devoted to perfecting the State's personnel work (from March 31 to April 12). The re-elected personnel this time include the President, Prime Minister, and National Assembly Chairman. Personnel for ministries and ministerial-level agencies will wait for the Prime Minister to present.
Explaining the reason for the transfer of power three months earlier than the regulation, Secretary General of the National Assembly Nguyen Hanh Phuc said: "Some positions after the Party Congress did not participate in the new Central Committee, while we are conducting the election of the 14th National Assembly and the first session will not take place until July. 2016 is the first year to implement the 5-year goal of the 12th Party Congress (2016-2021), so we need new motivation and new spirit to carry out the tasks right from the first day of the term."
According to Mr. Phuc, this is not a new issue, the 9th session of the 11th National Assembly has completed the positions of state leaders such as President, Prime Minister, and National Assembly Chairman. At that time, Mr. Truong Vinh Trong and Mr. Nguyen Sinh Hung were approved by the National Assembly to be elected to the positions.Deputy Prime Minister.
Previously, at the 12th Party Congress held at the end of January, the 11th Party Central Committee introduced Minister of Public Security Tran Dai Quang as President, Deputy Prime Minister Nguyen Xuan Phuc as Prime Minister and Vice Chairwoman of the National Assembly Nguyen Thi Kim Ngan as Chairwoman of the National Assembly.
The 11th session will last for 19 days and is expected to close on April 12.
