(Baonghean.vn) - On June 3, during the tenth working day of the 3rd Session, the 15th National Assembly discussed in the hall and in groups about 2 draft laws and 1 draft resolution.

On the morning of June 3, under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly listened to Minister of Industry and Trade Nguyen Hong Dien, authorized by the Prime Minister, present the Report; Chairman of the National Assembly's Economic Committee Vu Hong Thanh presented the Report on the review of the draft Law on Petroleum (amended).

Minister of Information and Communications Nguyen Manh Hung, authorized by the Prime Minister, presented the Report and Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy presented the Report on the examination of the draft Law on amending and supplementing a number of articles of the Law on Radio Frequencies.

Minister of Public Security To Lam, authorized by the Prime Minister, presented the Report; Chairwoman of the National Assembly's Judiciary Committee Le Thi Nga presented the Report on examining the draft Resolution on piloting a model of organizing labor activities, career guidance, and vocational training for prisoners outside prison.

On the same afternoon, the National Assembly discussed in groups the Draft Law on amending and supplementing a number of articles of the Law on Radio Frequencies and the Draft Law on Petroleum (amended). The objective of the Draft Law on amending and supplementing a number of articles of the Law on Radio Frequencies is to institutionalize the Party's Resolutions on comprehensively perfecting and synchronizing the socialist-oriented market economic institutions, creating a favorable environment for mobilizing, allocating and effectively using radio frequencies and satellite orbits.

The Law's viewpoint is to strictly manage, reasonably and effectively allocate the right to use radio frequencies, create a healthy competitive environment in telecommunications activities, promote the development of telecommunications infrastructure, contribute to creating a national digital transformation platform, and gradually develop the digital economy and digital society.

In addition, it is necessary to continue promoting administrative reforms, enhancing the responsibility of the State, enterprises and people in using radio frequencies and satellite orbits, contributing to ensuring national defense, security and smooth operation of radio information systems.

In addition, the draft Law also enhances the effectiveness and efficiency of radio frequency management activities, ensuring compliance with the law by individuals, organizations and enterprises using radio frequencies.

The amended Petroleum Law to replace the Petroleum Laws of 1993, 2000, and 2008 is also considered extremely necessary to enhance the effectiveness and efficiency of State management, remove barriers, create a favorable legal corridor for investors, and contribute to improving the attractiveness of the investment environment in the petroleum sector.

Discussing the Draft Law amending and supplementing a number of articles of the Law on Radio Frequencies, delegate Thai Thi An Chung - Deputy Head of the Delegation of National Assembly Deputies of Nghe An agreed with the provision in the draft that "limits the total bandwidth that an organization is licensed to use in the planned frequency band or in a certain frequency band group"; thereby creating conditions for exploiting and using frequency bands more reasonably, effectively and economically.

The delegates also agreed with the provisions in the draft Law when considering the granting of radio frequency use licenses through auction as one of the methods of granting radio frequency use licenses.

However, regarding this content, delegates are concerned that there are still gaps in the legal regulations on auctions for this type of property, because the draft Law does not regulate this content; meanwhile, the Law on Property Auction also does not regulate, only mentioning that auctions for the right to use radio frequencies are carried out in accordance with the provisions of law.

Based on the above analysis, delegate Thai Thi An Chung proposed that the draft Law amending and supplementing a number of articles of the Law on Radio Frequencies should supplement regulations on criteria and conditions for radio frequencies to be auctioned.

Regarding the draft Law on Petroleum (amended), Major General Tran Duc Thuan - Standing Member of the National Assembly's Committee on National Defense and Security, delegate of Nghe An delegation proposed to expand the scope of the Law, not only limited to basic investigations on petroleum and petroleum activities within the mainland, islands and seas of the Socialist Republic of Vietnam; because in reality, our country has joint ventures and associations to exploit petroleum abroad; at the same time, it is proposed to consider all policies for other types of State-owned enterprises to have reasonable policies for petroleum enterprises;...

Major General Tran Duc Thuan also gave his opinion on a number of other contents in the draft Law related to the application of the Petroleum Law, related laws, foreign laws, international petroleum industry practices; especially in the State management of petroleum, he suggested that the Government decentralize and delegate more power to the Ministry of Industry and Trade, as well as need to have regulations mentioning the role and tasks of the Ministry of National Defense in petroleum activities.
