The National Assembly passed two draft laws on the 18th working day of the 3rd session.

(Baonghean.vn) - On June 15, continuing the program of the 3rd Session, the 15th National Assembly held a plenary session in the hall to vote and discuss many draft laws and resolutions.

In the morning, after listening to the presentation of the Report on explanation, acceptance and revision of the draft Resolution on approving the 2020 State budget settlement, the National Assembly voted to pass the Resolution with 453/457 National Assembly deputies participating in the vote in favor, accounting for 90.96% of the total number of National Assembly deputies.

Next, the National Assembly discussed in the hall the draft Law on Petroleum (amended). Opinions were unanimous on the necessity of amending the Law on Petroleum to fully institutionalize the policies of the Party and State on the development of the petroleum industry, ensure energy security, remove obstacles and shortcomings in practice, synchronize the legal system, enhance the effectiveness of State management of petroleum, promote decentralization, avoid local interests, remove barriers, and create a favorable legal corridor for investors in the petroleum sector.

After the discussion session, the National Assembly Standing Committee will direct the Economic Committee and relevant agencies to study and absorb the comments to complete the draft Law for submission to the National Assembly for consideration at the 4th Session of the 15th National Assembly.

On the same afternoon, after listening to the report of the Standing Committee of the National Assembly, Chairman of the National Assembly's Committee for Culture and Education Nguyen Dac Vinh explaining, accepting and revising the draft Law on Cinema (amended), with 449/467 National Assembly deputies participating in the vote in favor, accounting for 90.16% of the total number of deputies voting in favor, the National Assembly passed the Law on Cinema (amended).

The Law consists of 8 chapters and 50 articles, regulating cinema activities; rights, obligations and responsibilities of agencies, organizations and individuals participating in cinema activities; State management of cinema with many new and groundbreaking regulations related to State policies on cinema development, cinema industry, development of cinema human resources, dissemination of films on cyberspace, and funds to support cinema development.

Next, the National Assembly voted to pass the Law on Emulation and Commendation (amended) with 424/437 delegates voting in favor, accounting for 85.14%. The Law is structured into 8 chapters and 96 articles regulating the subjects, scope, principles, forms, standards, competence, order and procedures for emulation and commendation. The Law applies to individuals, groups and households of Vietnamese people; individuals and groups of Vietnamese people residing abroad; and individuals and groups of foreigners.

The National Assembly also discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Radio Frequencies. Discussions focused on the contents related to the scope of amendments and supplements of the draft law, regulations to ensure State management of radio frequencies as important public assets of the country; regulations on the total bandwidth limit that an organization or enterprise is allowed to use.

At the same time, delegates also discussed regulations on granting licenses to use radio frequencies through auctions, competitions and direct licensing; the management and use of revenue from licensing regulations on the use of radio frequencies allocated for security and defense purposes combined with economic development purposes. Minister of Information and Communications Nguyen Manh Hung spoke to explain and clarify a number of issues raised by National Assembly delegates.
