New regulations on preferential allowances for teachers.
The Government has just issued a Decree stipulating special allowances, preferential allowances, job responsibility allowances, and allowances for arduous, hazardous, and dangerous work for teachers in public vocational education institutions..
Teachers who teach students with disabilities are entitled to responsibility allowances and preferential allowances.
Accordingly, teachers specializing in teaching people with disabilities in public vocational education institutions specifically for people with disabilities or in classes specifically for people with disabilities within public vocational education institutions are entitled to a job responsibility allowance of 0.3 times the basic salary and a preferential allowance for teaching people with disabilities of 70% of their current salary plus leadership allowance and seniority allowance exceeding the standard rate (if any).

Teachers who are not full-time instructors for people with disabilities in classes specifically for people with disabilities in public vocational education institutions are entitled to a job responsibility allowance of 0.3 times the basic salary and a preferential allowance for teaching people with disabilities of 40% of their current salary plus leadership allowance and seniority allowance exceeding the standard rate (if any).
Teachers specializing in teaching students with disabilities in inclusive classes for students with disabilities in public vocational education institutions are entitled to a job responsibility allowance of 0.2 times the basic salary and a preferential allowance for teaching students with disabilities ranging from 35-65% of their current salary plus leadership allowance and seniority allowance (if any), depending on the proportion of students with disabilities in the inclusive class.

Teachers who are not full-time instructors for students with disabilities in inclusive classes for students with disabilities in public vocational education institutions are entitled to a job responsibility allowance of 0.2 times the basic salary and a preferential allowance for teaching students with disabilities ranging from 5-35% of their current salary plus leadership allowance and seniority allowance exceeding the standard rate (if any), depending on the proportion of students with disabilities in the inclusive class.
Teachers who specialize in teaching people with disabilities and receive job responsibility allowances and preferential allowances for teaching people with disabilities are not entitled to preferential allowances as stipulated in Decision No. 244/2005/QD-TTg dated October 6, 2005, of the Prime Minister on the preferential allowance regime for teachers directly teaching in public educational institutions.
Teachers who are not specifically assigned to teach people with disabilities are entitled to a job responsibility allowance and a preferential allowance for teaching people with disabilities, and are also entitled to a preferential allowance as stipulated in Decision No. 244/2005/QD-TTg dated October 6, 2005, of the Prime Minister on the preferential allowance regime for teachers directly teaching in public educational institutions.
Special allowance for teachers teaching integrated subjects.
Teachers who teach integrated subjects, teachers who are outstanding artisans or higher, or those with high vocational skills who teach practical subjects in public vocational education institutions are entitled to a special allowance of 10% of their current salary plus leadership position allowance and seniority allowance exceeding the standard rate (if any).
Special allowances are calculated based on the number of hours spent teaching integrated subjects and practical training. These allowances are paid together with the monthly salary and are not used for calculating social insurance contributions or benefits.
Four levels of allowances for arduous, hazardous, and dangerous work for teachers teaching practical subjects.
Practical instructors and integrated instructors (practical instructors) in the practice rooms and workshops of public vocational education institutions or enterprises, production and service establishments, teaching strenuous, hazardous, or dangerous occupations, may have one of the following strenuous, hazardous, or dangerous factors: direct contact with toxic substances, toxic gases, or toxic dust; teaching practical skills in environments prone to infection or contracting infectious diseases as prescribed; teaching practical skills in environments under high pressure or lacking oxygen, or in places that are excessively hot or cold exceeding permissible standards; teaching practical skills in occupations that generate loud noise or in places with continuous high-frequency vibration exceeding permissible occupational safety and health standards; teaching practical skills in environments with radiation, radiation, or electromagnetic fields exceeding permissible standards.
Hardship, hazardous, and dangerous work allowances are calculated based on the basic salary, comprising four levels.:
1. A rate of 0.1 applies to teachers who teach practical skills in vocational fields that involve strenuous, hazardous, or dangerous work.
2. A rate of 0.2 applies to teachers who teach practical skills in vocational fields that involve two or more of the following factors: strenuous, hazardous, or dangerous.
3. A rating of 0.3 applies to teachers who teach practical skills in vocational fields that involve three of the following factors: strenuous, hazardous, or dangerous.
4. A rating of 0.4 applies to teachers who teach practical skills in vocational fields that involve four factors: strenuous work, hazardous work, and danger.
The allowance for arduous, hazardous, and dangerous work is calculated based on the actual number of practical teaching hours in arduous, hazardous, and dangerous fields of study. This allowance is paid together with the monthly salary and is not used for calculating social insurance contributions or benefits.
The decree takes effect from January 1, 2015.
