On the morning of January 20, the Ministry of Health held an online conference on Covid-19 prevention and control. Minister of Health Nguyen Thanh Long chaired the conference. 63 provincial and municipal bridges across the country attended the conference.

At this conference, the Ministry of Health deployed the content of Official Dispatch No. 425/CV-BCĐ dated January 19, 2021 on instructions for handover and management upon completion of centralized quarantine. Accordingly, the dispatch has many new contents in the work of preventing and fighting the Covid-19 epidemic to ensure strict management of cases after centralized quarantine returning to the locality.

Require strict implementation of delivery and receipt

The Ministry of Health requires localities to review and rectify the organization of handover, reception and transportation of people who have completed treatment.isolationconcentrated at the place of residence to continue monitoring and medical supervision for 14 days (from the date of the decision to complete quarantine). Specifically, in principle, the locality receiving people who have completed the centralized quarantine period must have full conditions, documents, and test results.

The management unit of the centralized quarantine area must provide specific instructions for people who have completed centralized quarantine to continue self-monitoring their health for 14 days at home or at their place of residence; limit contact with people around them, go to crowded places, regularly implement disease prevention and control measures according to the Ministry of Health's 5K message and other personal protective measures.

Department of Health (Standing agency of the Steering Committee for epidemic prevention and control)Covid-19) in the locality where the centralized quarantine is carried out, a written notice of the list of people who have completed the quarantine must be sent as soon as they have a decision to complete the quarantine (information including at least phone number or email, address of the place of residence and copies of relevant documents) to the Department of Health of the province or city where the person who completed the quarantine is staying and related units to continue to manage, monitor health and medical supervision for the next 14 days.

The quarantined person must declare to the village (neighborhood) chief upon returning to the place of residence and must commit to self-monitoring their health at home and at the place of residence. At the same time, they must proactively notify the local health authority of the place of residence of the date of return from the centralized quarantine area about their health status and keep a diary of their close contact history until the end of the next 14 days.

Clearly regulate movement from quarantine areas to localities

The Ministry of Health requires the following for moving from the quarantine area to the place of residence: For those traveling by road transport, they must request to travel by private vehicle (arranged by the person completing the quarantine or the agency employing the entrant or the owner of the centralized quarantine facility or the locality). The vehicle must be registered in advance with the centralized quarantine management unit, and no large group transportation is organized (only including the driver and/or accompanying supervisor).

People who have completed quarantine, drivers or accompanying people (if any) must wear masks throughout the trip, arrange and regularly use hand sanitizer when getting on and off the vehicle and throughout the trip; install and continuously open the tracing application (Bluezone) and apply personal protective measures as prescribed.

People who have completed quarantine should limit close contact (<2m) with others during their journey. Vehicles should limit stopping and eating along the way. It is best to go straight from the quarantine area to home or accommodation.

For people traveling by means of transport, by air and train, the quarantine facility must notify and contact the transport unit in advance that the quarantined person has completed centralized quarantine so that the transport unit knows and has a plan to arrange epidemic prevention and control measures (such as seat position, infection prevention and control measures...) when using the vehicle.

People who have completed quarantine must strictly follow personal protective measures and infection prevention measures as prescribed by the transport unit during the entire journey. Regularly wear masks and use hand sanitizer before, on and off the plane or train during the entire journey. Make a health declaration, install and open the tracing application (Bluezone) continuously and apply personal protective measures as prescribed.

The Ministry of Health requests the Department of Health of the province or city where people who have completed quarantine return to their local residence to receive information about people who have completed quarantine and returned to their residential area, and to plan and implement management, inspection, and medical monitoring of them until the end of 14 days (from the date of the decision to complete centralized quarantine)./.
