New regulations on the selection of professional soldiers and defense officials

The Ministry of National Defense has just issued Circular 241/2017/TT-BQP regulating the selection and recruitment of professional soldiers, workers and defense officials.

The Circular clearly stipulates the selection of professional soldiers, workers and civil servants of national defense. Accordingly, the subjects of selection: Professional soldiers are implemented according to the provisions of Clause 1, Article 14 of the Law on Professional Soldiers, Workers and Civil servants of national defense; workers and civil servants of national defense are implemented according to the provisions of Clause 1, Article 28 of the Law on Professional Soldiers, Workers and Civil servants of national defense.

Recruitment conditions: For professional soldiers, follow the provisions of Clause 3, Article 14; for defense workers and civil servants, follow the provisions of Clause 3, Article 28 of the Law on Professional Soldiers, Defense Workers and Civil Servants and the following provisions: The People's Army has a need for staffing; is currently holding a position that is subject to arrangement as a professional soldier or a job position as a defense worker or a professional title as a defense civil servant; has technical and professional qualifications appropriate to the position of a professional soldier or a job position as a defense worker or a professional title as a defense civil servant.

Regarding priority in selection, the Circular clearly states that priority in selection for subjects is implemented according to the provisions of Clause 5, Article 8, Clause 4, Article 14, Clause 4, Article 28 of the Law on professional soldiers, defense workers and civil servants and the following provisions: Non-commissioned officers and soldiers with outstanding achievements in performing tasks at agencies and units are awarded the title of emulation soldier at the grassroots level or higher by competent authorities; graduated from colleges and universities in technical and professional fields that the Army does not train, suitable for the title of professional soldiers or the job position of defense workers or the professional title of defense civil servants; have special talents and abilities that meet the requirements of the tasks and staffing of the People's Army in the fields of physical education, sports and arts; are ethnic minorities.

The Circular also provides details on the selection records and procedures for selecting professional soldiers, workers and defense officials.

This Circular takes effect from November 15, 2017.
