Reviewing the operation process of hydroelectric reservoirs, supporting the early stabilization of people's lives
(Baonghean.vn) - That was the request of Vice Chairman of the Provincial People's Committee Dinh Viet Hong at a meeting with leaders of Con Cuong district and Chi Khe Hydropower Plant on the afternoon of September 3 to grasp the damage after flooding and assess the impact of flood discharge from hydropower reservoirs.

The Vice Chairman of the Provincial People's Committee listened to the leader of Con Cuong district report on the implementation of natural disaster prevention and search and rescue work.
Accordingly, the flood discharge of hydroelectric plants on the upper Lam River from August 30 to September 1 caused landslides along both banks of the Lam River passing through the district, burying and flooding agricultural land and residential areas.
Of these, 203 houses were flooded and 96 had to be relocated; Con Cuong Boarding Secondary School and Bong Khe Primary School were flooded; 10,000m3 of Chom Lom suspension bridge abutment collapsed; the total damage in the district was estimated at 15.2 billion VND.
At the meeting, there were many opinions that the flood discharge of hydroelectric plants should be proactive and precautionary, releasing water before the flood arrives, avoiding the situation of overflow when the reservoir is full.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Dinh Viet Hong highly appreciated the implementation and promotion of on-site plan 4 of Con Cuong district, which promptly relocated and protected people's property, contributing to limiting the consequences.
Regarding the cause of flooding, the Vice Chairman of the Provincial People's Committee said that it was due to climate change, and the impact of flood discharge from hydropower plants, causing severe damage to downstream areas.
In the coming time, he requested Con Cuong district to ensure people's lives and take care of the epidemic environment. Prepare well for the new school year, focus on quickly repairing damaged civil works, and at the same time, count the damage caused by floods.
Con Cuong district's recommendations on funding support to repair Chom Lom suspension bridge, assigning the Department of Agriculture and Rural Development and the Department of Transport to pay attention to support the urgent repair and repair of Chom Lom suspension bridge for people to travel.
Regarding the urgent relocation of Bong Khe Primary School 2 and Boarding Secondary School, Con Cuong district needs to submit a report to the Provincial People's Committee for specific calculations, as well as soon submit it to the Department of Planning and Investment and the Department of Education and Training for a new construction plan. Regarding the construction of a rigid bridge across Lam River, the district also needs to prepare a dossier for the province to propose to the Ministry of Transport for capital.
The Provincial People's Committee assigned the Department of Agriculture and Rural Development to coordinate with relevant provincial agencies and hydropower plants to review the inter-reservoir operation process to adjust shortcomings.
On the side of Chi Khe Hydropower Plant, the Vice Chairman of the Provincial People's Committee proposed to work with the locality to support people in flooded areas.
