Review and reclaim forestry land to arrange resettlement land

Reporter:Ban Mong Reservoir is a key project of the province. To ensure the progress of site clearance for construction, what is the district's guiding viewpoint on this issue, sir?
Comrade Lang Van Chien:Deploying the construction of Ban Mong Reservoir project, related to the responsibility of the locality with the compensation and site clearance component, Quy Chau determined that this is one of the key tasks of the entire political system, so it issued documents, leadership, and direction to deploy and coordinate implementation.
Phase 1 (2014 - 2016), the project implemented the construction of auxiliary dams, drainage canals and lake channels and 531 households in Quy Chau were affected. Therefore, the Standing Committee of the District Party Committee directed the communes with affected households, especially Chau Binh commune, the Fatherland Front, and the District People's Committee to meet with the people to propagate and disseminate the planning, support and compensation plans so that people could grasp the information.
Up to this point, the District Compensation, Support and Resettlement Council (Council) has made 7 payments totaling over VND88 billion. The district has also taken people on field trips to some areas in the province such as Quy Hop, Nghia Dan... according to the province's planning.
However, the majority of people want to be resettled in the district. Therefore, the district has directed the Council to coordinate with Chau Binh commune and Co Ba Forestry to survey and select resettlement sites in accordance with the policy of the Provincial People's Committee.
In addition, during the implementation process, some problems arose such as the petition of the people of Quynh 2 village about building a people's bridge across Chau Binh drainage canal; the problem of environmental pollution due to dust and noise during the construction process, the district had a dialogue with the people, and worked with the project management board and the construction unit to find solutions to the problem...

Reporter:According to our research, the site clearance work of this project still has some problems regarding compensation costs, how to apply support prices for people's production land areas on forestry land, and resettlement areas. Could you please tell us more about the district's solutions to these problems?
Comrade Lang Van Chien:Currently, there are some problems in compensation and site clearance. Firstly, compensation and support for affected households are still slow. According to the approved plan for 368 households in 8 hamlets and villages of Chau Binh commune with a total cost of 100.12 billion VND, but so far only more than 88 billion VND has been paid to the people.
Second, in the process of compiling compensation and support records, there are still difficulties in the area of production land of a part of the people overlapping the land managed by the forestry farm. The district recommends that the province speed up the arrangement of funds to pay for affected households; at the same time, there are solutions to support households whose land area overlaps the land managed by the forestry farm.
Third, for the people of Hoa Binh village, Chau Binh commune, the people requested to arrange the land to relocate the graves in the cemetery. This is a village of ethnic households from the lowlands who settled there, so it is related to tradition. We have met many times with the people and have proposed to the province to resolve according to their wishes.
Fourthly, in phase 2 of the project (2017-2018), Quy Chau has 168 households in Chau Binh commune, 99 households in Chau Hoi commune, 4 households in Chau Hanh commune, 3 households in Tan Lac town and 1 household in Chau Nga commune affected because they are located in the reservoir area. Most of the people want to be resettled soon in the district, this is a legitimate wish. Therefore, the district recommends that the province continue to survey and review the land fund of the forestry farm to continue to recover and hand over to the locality; at the same time, soon have a plan to deploy resettlement and production land for these households in accordance with State regulations so that they can soon stabilize their lives.

Reporter:Through some large projects in the province, there are still some households who, although resettled for a long time, have not yet stabilized their lives due to lack of land for production, unreasonable economic development plans, and unreasonable use of compensation funds... Have the leaders of Quy Chau district anticipated this post-resettlement problem?
Comrade Lang Van Chien:How to stabilize the long-term life of resettled people? This is a problem that we are very concerned and worried about. Therefore, when the Council implemented the payment of compensation and support to the people, the district directed the district Bank for Agriculture and Rural Development to send staff down with the delegation to mobilize and directly carry out procedures for the people so that they can deposit this idle money in the bank. We also have a policy of giving priority to the children of these households to study at the district's vocational training center to find jobs.
The district wants the province to review and reclaim land from forestry farms. This is the responsibility of many parties, including Quy Chau district, which is responsible for rationally using this land fund to allocate to the people, implementing solutions to support both technical and production orientation to quickly stabilize life, especially in conjunction with land and forest allocation.
