Industrial production index increased quite well.

In April 2018, the agricultural sector focused on caring for and preventing diseases for spring crops. The total area planted with spring crops is estimated at 189,875 hectares, up 0.99% over the same period last year.

Currently, the hot season is starting, so units and households are mainly focusing on taking care of seeds, preparing fertilizers, and preparing soil to grow seedlings of coffee, rubber, tea, pineapple and some other fruit trees to achieve the new planting plan in 2018.

Regarding new rural construction, the whole province currently has 181 communes meeting 19/19 criteria recognized by the Provincial People's Committee (accounting for 42%); currently, the dossier is being completed to submit to the Central Government to recognize Nam Dan district as meeting new rural standards.

In April 2018, the industrial production index increased by 23.19% compared to the same period in 2017. In the first 4 months of 2018, the industrial production development index increased by 17.67% compared to the same period. Budget revenue in the first 4 months of 2018 is estimated at 3,950.25 billion VND, reaching 31.1% of the estimate, up 3.5% over the same period in 2017.

As of April 16, 2018, the province has newly granted (approved investment policy/issued investment registration certificates) to 31 projects, with a total registered investment capital of VND 4,620.96 billion; adjusted 2 projects on enterprise development, and newly granted business registration certificates to 562 enterprises, an increase of 17.57% over the same period.

Some social fields such as education, healthcare, social security, etc. continue to have positive changes.

Low budget revenue, slow disbursement of public investment capital

At the meeting, some delegates focused on clarifying some limitations related to budget revenue, some revenue items were lower than the same period in 2017. Director of the Department of Finance Nguyen Xuan Hai said that revenue from centrally managed enterprises (equal to 94.9%); revenue from foreign-invested enterprises (equal to 90.7%); land use fee collection (equal to 86.6%),... Typically, in Vinh city, domestic revenue and land use fee collection were both low. In the second quarter, we will focus on striving to collect the assigned budget.

In addition, the disbursement rate of public investment capital in the first quarter of 2018 was slow. Director of the Department of Planning and Investment Nguyen Van Do said that currently, some localities have not disbursed any money such as Vinh City, Hoang Mai Town, Thai Hoa Town, Que Phong; there are 6 districts that have only disbursed less than 10 billion VND/district: Nam Dan, Anh Son, Tuong Duong, Nghia Dan, Con Cuong, Quy Chau. The progress of detailed allocation of capital sources for the National Target Program in 2018 is generally slow, and up to now there has been no decision on detailed allocation, so grassroots units have not been able to implement and disburse.

Seriously handle slow-moving projects

Concluding the working session, Chairman of the Provincial People's Committee Nguyen Xuan Duong acknowledged and highly appreciated the results achieved through the socio-economic development index in the first 4 months of the year; administrative reform has made some progress... However, there are still limitations related to private medical practice, low budget revenue; illegal sand and gravel mining still exists...

To ensure the successful completion of the 2018 plan targets, the Chairman of the Provincial People's Committee requested all sectors and levels to resolutely and effectively implement the tasks and solutions set out. Focus on removing difficulties, promoting production and business; strongly developing industry, focusing on processing and manufacturing industries; supporting industries, and industries serving agriculture associated with advantages in developing agricultural, forestry and fishery raw materials.

The Chairman of the Provincial People's Committee emphasized the need to strengthen inspection and supervision of project implementation; review and strictly handle slow-moving projects. Research and issue regulations on criteria and procedures for revocation and termination of investment projects that are behind schedule, not implemented, or projects that have been extended but do not properly implement the committed content as a basis for handling investment projects after licensing.

Focus on directing the acceleration of the implementation and disbursement of the 2018 public investment capital plan; synchronously and effectively implement solutions on the state budget, gradually restructure budget revenue and expenditure, and manage public debt to ensure a safe and sustainable national financial system...

Also this morning, the Provincial People's Committee listened to and gave opinions on the Draft proposal to amend a number of contents of the working regulations of the Provincial Party Executive Committee, the Standing Committee and the Standing Committee of the 18th Provincial Party Committee, term 2015 - 2020; Draft regulations on coordination in the inspection and post-inspection handling of slow-progressing investment projects in the province.
