This morning opened the Conference of full-time National Assembly deputies.

The conference opened this morning (April 5) and will take place for 3 days at Dien Hong Hall, National Assembly House.

Specifically, National Assembly deputies will focus on discussing a number of major issues with different opinions on the projects: Law on Cooperatives (amended); Law on Bidding (amended); Law on Consumer Rights Protection (amended); Law on Prices (amended); Law on Electronic Transactions (amended); Law on Civil Defense and discuss the draft Law on Land (amended).

Delegate Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the National Assembly Delegation of Nghe An province spoke at the National Assembly session.

On the first working day, delegates will discuss the Draft Law on Cooperatives (amended) and the Law on Bidding (amended).

At the 21st session of the National Assembly Standing Committee (NASC), the Standing Committee of the Economic Committee reported on a number of major issues of the draft Law on Cooperatives (amended). Based on the opinions of the NASC, opinions of National Assembly deputies (NA deputies), cooperatives (COs), Cooperative Unions and Cooperative Alliances of some provinces and cities and opinions of relevant agencies, the Standing Committee of the Economic Committee chaired and coordinated with the Ministry of Planning and Investment, the Standing Committee of the Law Committee, the Ministry of Justice and the Vietnam Cooperative Alliance to review and complete the Draft Law to report at the Conference of full-time NA deputies. The current draft Law consists of 12 chapters with 115 articles, an increase of 4 articles compared to the draft Law submitted by the Government to the National Assembly at the 4th session.

Also at the above meeting, regarding the Law on Bidding (amended), Chairman of the Finance and Budget Committee Nguyen Phu Cuong said that the issue of purchasing medicine and medical supplies is a matter of concern to many delegates, stemming from the requirements of recent practical times.

The draft law devotes many articles and clauses to regulating the purchase of drugs and medical equipment. For example, regarding the appointment of bidders, the application of appointment of bidders is stipulated for "Bidding packages for the provision of consulting and non-consulting services, drugs, chemicals, means, medical equipment, construction and installation for disease prevention and control, and emergency care of patients that need to be implemented immediately to avoid causing harm to people's lives and health"; the form of "price negotiation" is stipulated to be applied specifically to "bidding packages for the purchase of original pharmaceuticals, reference biological products; drugs and medicinal materials with only 1 to 2 manufacturers and other special cases"; or regarding "centralized procurement, drug purchase"...

The draft law adds regulations to apply to cases of purchasing chemicals and biological products for testing, along with a requirement that contractors must provide medical equipment to use those chemicals and biological products, in order to contribute to solving difficulties and problems in using machines for testing and borrowing machines for testing at hospitals today.

Regarding the Draft Law on Land (amended), in his conclusion in early March, National Assembly Chairman Vuong Dinh Hue emphasized that the synthesis must be comprehensive, complete, objective, honest, and respect all comments, and not allow a situation where some comments are not fully synthesized, explained, and accepted.

For issues with different opinions, it is necessary to clearly state the political basis, legal basis and practice; advantages and disadvantages of the options, and consider choosing the most reasonable option./.
