“On the one hand, we must thoroughly fight against the “lightning-fast” appointment of officials, but on the other hand, there are also cases of real “lightning-fast” appointments, which are talented people. Therefore, the upcoming Resolution will also propose a national strategic program on talent to attract and gather people inside and outside the Party, including foreigners, to serve the Fatherland. How to create conditions for young officials, empower them to hold positions in the country, ensuring a solid transition between generations” – Mr. Hung said.
Perhaps in the future, the country will have a head of state and key leaders at the age of 40, who are well-rounded people, have improved their knowledge in all aspects, trained through practice and, importantly, are trusted in the Party and among the people, if we pay attention to care, training and fostering, including arranging them to move up the ranks.
Ensure a 3-age leadership structure
From the Resolution of the 3rd Central Committee, Session VIII, it has been stated that in the process of building a cadre team, it is always required to ensure the transition, continuity, and stability between generations. Thus, in the Party Committee or leadership structure, a structure of 3 age groups is always built: young cadres, female cadres, and ethnic cadres.
The recent summary shows that the proportion of young cadres, female cadres and ethnic minority cadres has not met the requirements. This time, the Resolution sets very specific targets for the proportion of young cadres and female cadres at each level. Specifically, strategic-level cadres are proposed to be 15%; leading and managing cadres in ministries, branches and central agencies: 20-25%; local leaders from: 15-20%.

One of the requirements is to strengthen political and ideological education, foster revolutionary ideals and outlook on life for cadres in general, and especially take care of young cadres, especially those with capacity and potential.
According to the Drafting Committee, this time it requires the organization of national civil servant entrance examinations and quality checks, implemented nationwide. Through quality checks, ministries, branches and localities will recruit and select officials from that source, to avoid negativity, favoritism and cronyism.
Tightening and standardizing processes and regulations, and arranging for provincial Party Secretaries to be non-locals will change the mindset of nepotism, factionalism, and localism, but must ensure the transition.
Therefore, this time the requirement is that if the structure of young and female cadres cannot be ensured, then leave it empty and arrange and supplement it later. On that basis, we must train and develop them, so that in all leadership structures there must be a structure of 3 age groups.
