Will receive applications for issuance, renewal and return of driving licenses at the post office.

The Ministry of Transport has just agreed with the proposal of the Vietnam Road Administration on implementing the service of receiving applications for issuing, exchanging and returning driving licenses by the Vietnam Post Corporation.

People will have reduced procedures and time to go to facilities to apply for and receive driver's licenses.

The Ministry of Transport also assigned the Vietnam Road Administration to be responsible for guiding the departments of transport to have a coordination mechanism with provincial and municipal post offices under the Vietnam Post Corporation in implementing the service of receiving applications for issuance and return of driving licenses to people in need at post office service points nationwide under the close inspection and supervision of the departments of transport to create favorable conditions for people and businesses to reduce the pressure of carrying out administrative procedures at these departments.

According to Ms. Phan Thi Thu Hien, Deputy Director General of the Vietnam Road Administration, the coordination in implementing the service of receiving documents for changing driving licenses has initially achieved some results such as reducing budget expenditures for equipment and human resources for driving license changing procedures at the local level; creating favorable conditions, reducing costs and travel time for people, receiving social support; significantly reducing pressure at the driving license changing department located at the Department of Transport.

In addition, Vietnam Post Corporation has established mobile working groups to go to mountainous villages, remote areas to receive applications for changing driving licenses for people, and return driving licenses at home, which has been well received by people.

In order to coordinate the implementation of the service of receiving documents for changing driving licenses more effectively and at the same time comply with the provisions of the law on providing public administrative services for changing driving licenses, the Directorate for Roads of Vietnam requests the Vietnam Post Corporation to invest in operational equipment, arrange human resources at some technical positions at post offices; publicize fees and provide home delivery service for people in need according to the provisions of the law on postal services.

The Department of Transport shall ensure the implementation of the provisions in Clause 1, Article 18 of Decree No. 63/2010/ND-CP dated June 8, 2010 of the Prime Minister on administrative procedure control to assign qualified officers and civil servants to receive driver's license renewal applications at the above application receiving locations.

Vietnam Post Corporation and the Department of Transport must have an agreement and commitment to stipulate the responsibilities and obligations between the relevant parties to ensure implementation in accordance with the provisions of law.

In addition, the General Department of Roads also noted that the coordination in implementing the service of receiving applications for changing driving licenses between the Department of Transport and the Vietnam Post Corporation must be public, transparent, create the most favorable conditions for people and follow the roadmap for converting to driving licenses made of PET material, as stipulated in Article 57 of Circular No. 58/2015/TT-BGTVT dated October 20, 2015 of the Ministry of Transport regulating training, testing, and granting of driving licenses for road motor vehicles./.
