Will organize protection for construction site clearance of Vinh - Cua Lo road
(Baonghean.vn) - To ensure the construction progress of Vinh - Cua Lo road, Vinh City People's Committee has issued a document assigning Nghi Duc Commune People's Committee to develop a plan and implement measures to protect the construction and site clearance of Vinh - Cua Lo road.

However, the project has not been completed yet, the main reason is that the site clearance work through Nghi Phu and Nghi Duc is still stuck.
According to Vinh city's report, the agricultural land section passing through Nghi Duc commune has basically completed site clearance, but there is still one household that has not completed compensation payment procedures.
Regarding residential land, the total number of affected households is 126, of which 95/126 households have handed over the land, the remaining 31/126 households have not handed over the land. The number of households within the 9m strip that have not had their land cleared (GPMB) is 21/31 households.

Notably, one of the reasons for the slow progress of land acquisition and clearance is that many households have not yet handed over their assets and land to the city, even though they have received compensation. Many families still stay in their old houses, waiting for the construction of new houses to be completed before moving.
For example, some households such as Mr. Nguyen Van S, Ms. Nguyen Thi B, Ms. Vu Thi Y, Ms. Nguyen Thi T, Ms. Pham Thi X have received money and resettlement land but have not yet demolished their main houses to hand over the site.
Regarding this issue, Mr. Ha Thanh Tinh - Vice Chairman of Vinh City People's Committee said: The City People's Committee has issued a document assigning Nghi Duc Commune People's Committee to develop a plan and implement construction protection measures to ensure progress. Nghi Duc Commune People's Committee urgently performs the task assigned by the City People's Committee to protect the construction and hand over the site before May 20, 2020.
In addition to the above households, some other households also requested the city to reissue the Land Use Rights Certificate for the remaining area before agreeing to relocate.

For 11 households (within the 9m strip) that have approved the compensation plan, support for site clearance and resettlement but have not agreed to receive money, the Land Fund Development Center proposed to enforce land recovery if the households do not comply with the State's land recovery policy.
Up to now, the Center is completing the documents and submitting the land recovery for two families and is continuing to handle the remaining cases.
Regarding the progress of resettlement areas, the infrastructure has basically been completed to ensure people can move to their new homes.

It is known that the Vinh - Cua Lo route (9m strip) through Vinh city has only handed over 2.7/3.4km, the remaining 0.7km has not been handed over, of which Nghi Phu is 0.5km, Nghi Duc is 0.2km.
