Tighten discipline in leadership and management
The Government requires ministries, branches and localities to further tighten discipline in direction and administration; strengthen analysis, forecasting and closely monitor developments in order to have more appropriate, timely and effective policy responses.

The Government has just issued Resolution No. 97/NQ-CPRegular Government meeting in June 2023 and Government online conference with localities.
In this Resolution, the Government requests Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities to continue promoting the strength of solidarity, the spirit of self-reliance, self-improvement, turning challenges into opportunities; further tightening discipline and order in direction and administration; strengthening analysis, forecasting, closely monitoring developments in order to have more appropriate, timely and effective policy responses; proactively and actively resolving tasks within their authority within the scope of their fields and management areas; continuing to steadfastly, persistently and focused on implementing the general goals according to the Resolution of the 13th National Party Congress, the Resolutions and Conclusions of the Party Central Committee, the National Assembly, the Government, and the directions of the Prime Minister; Quickly, effectively, and with a focus on key issues, policies, tasks, and solutions that have been issued, prioritizing the removal of difficulties for production and business and promoting growth associated with macroeconomic stability, controlling inflation, ensuring major balances of the economy, and continuing to improve people's lives; making comprehensive efforts to achieve the highest socio-economic development goals and targets in 2023.
Focus on improving the production capacity of the economy
The Government requests ministries, agencies and localities, according to their assigned functions, tasks and powers, to focus on supporting and promoting growth drivers on both the supply and demand sides, including consumption, investment and export; continue to quickly and effectively implement key tasks on more drastic disbursement of public investment capital, implementation of the Socio-Economic Recovery and Development Program, and three national target programs.
Ministries, agencies and localities must seriously grasp, synchronously, resolutely and effectively implement tasks and solutions to remove difficulties and obstacles for production and business activities, promote administrative procedure reform, improve the investment and business environment, tighten administrative discipline and order, improve the effectiveness and efficiency of direction and administration, overcome the situation of avoidance, shirking and fear of responsibility in handling work according to the Government's specialized Resolution.
At the same time, focus on improving the production capacity of the economy; speed up the construction of a synchronous and modern infrastructure system, especially important national projects, key transport projects, key industrial, construction, trade and service projects; the work of formulating, appraising and approving national, national sector, regional and provincial plans and resolutely implementing approved plans. Further promote digital transformation, develop digital economy, green economy, circular economy, sharing economy, create clear changes, improve productivity, quality, efficiency, resilience and competitiveness of the economy.
Ministries and agencies shall strictly implement Directive No. 30/CT-TTg dated November 23, 2021 of the Prime Minister on promoting the implementation of legal documents on investment under the public-private partnership method and bidding for investor selection, and promptly issue documents guiding the implementation of bidding for investor selection for projects under the management of ministries and agencies.
While the guiding document has not been issued, the sector management ministries shall preside over and coordinate with the Ministry of Planning and Investment to guide the application of criteria for selecting investors when there are specific requirements of the locality; the Provincial People's Committee shall proactively prepare preliminary requirements on capacity, experience and bidding documents to select investors to implement the project in accordance with the specific requirements of each project.
Well organize university and college admissions for the 2023-2024 school year
Improve the quality of education, training, and human resource development, especially high-quality human resources; organize well university and college admissions for the 2023-2024 school year; organize fun, safe, and healthy summer activities.
Focus on ensuring social security, employment and people's lives. Overcome the imbalance between labor supply and demand in some localities; proactively deploy plans to support workers when necessary. Continue to fully and promptly implement preferential policies for people with revolutionary contributions, subsidies and social assistance. Organize meaningful and practical activities to show gratitude and repay kindness on the occasion of the 76th anniversary of War Invalids and Martyrs Day. Effectively implement policies and laws on child protection and gender equality.
Proactively, resolutely, promptly respond to, control and effectively handle epidemics, especially emerging infectious diseases and common infectious diseases in the summer; strengthen control of disease risk factors, manage non-communicable diseases; ensure medicines, supplies and medical equipment for medical examination and treatment for the people.
Resolutely carry out the work of preventing and combating corruption, negativity, waste, and handling complaints and denunciations. Strictly implement regulations on citizen reception; promptly, legally, and practically handle complaints and denunciations as soon as they arise at the grassroots level, and do not let them form "hot spots" regarding security and order.
The People's Committees of provinces and centrally-run cities shall proactively, actively, and with high determination prepare and implement the arrangement of administrative units at district and commune levels for the period 2023 - 2030 to ensure certainty, prudence, unity, consensus, and effectiveness.
Strive to reduce interest rates by at least 1.5 - 2%
The Government assigned the State Bank of Vietnam to preside over and coordinate with agencies and localities to implement proactive, flexible, appropriate, timely, effective monetary policy management solutions, in a synchronous, close, and harmonious coordination with a reasonable, focused, key, effective, rapid, and decisive expansionary fiscal policy to prioritize removing difficulties for production and business, promoting growth associated with macroeconomic stability, controlling inflation, and ensuring major balances of the economy.
Continue to implement synchronous and drastic solutions to reduce interest rates, especially reducing lending rates (striving to reduce by at least 1.5 - 2%) to study and apply to both new and outstanding loans. Determine the credit growth limit in accordance with the practical situation (about 13 - 15% for the whole year, if favorable, it can be increased higher) and immediately announce with appropriate and effective measures and forms the credit growth target for commercial banks until the end of 2023, ensuring to meet the credit capital needs of the economy. Review lending conditions and criteria to adjust appropriately and more conveniently for borrowers, ensuring increased access to credit for businesses and people.
Focus on and promptly handle weak commercial banks, ensure liquidity and system safety, focus on handling bad debts; have effective solutions to promote the implementation of the VND40 trillion credit package to support interest rates and VND120 trillion for social housing loans.
Continue to improve the investment and business environment, enhance competitiveness
The Ministry of Planning and Investment shall take the lead in urging the acceleration of the disbursement of public investment capital and planning work, ensuring quality and progress. Strengthen the review and propose solutions to continue improving the investment and business environment, enhancing competitiveness, and providing appropriate support to attract foreign investment.
The Ministry of Finance shall preside over and coordinate with agencies and localities to strengthen the management of state budget collection, ensure correct, sufficient and timely collection; thoroughly save expenditures and cut unnecessary regular expenditures. Effectively implement policies on extension and reduction of taxes, fees, charges and land rents that have been issued. Speed up the refund of value added tax to businesses and people.
Continue to research and propose policies and solutions to support fiscal matters; propose competent authorities to increase resources for investment and infrastructure development in the coming years without affecting the safety of public debt, government debt, and foreign debt of the country, associated with effective use of capital.
Effectively implement measures and solutions on price management, price regulation, and market stabilization, especially for essential consumer goods and services; focus on information and communication work to provide timely and transparent information, contributing to creating social consensus on price regulation and stabilizing consumer psychology. Urgently and effectively handle the existing shortcomings and inadequacies of the corporate bond and insurance markets.
Report promptly to the Government and the Prime Minister to submit to competent authorities on the application of the OECD global minimum tax before July 13, 2023.
Soon complete the direct electricity trading mechanism, the mechanism for developing self-produced and self-consumed rooftop solar power
The Ministry of Industry and Trade shall preside over and coordinate with agencies and localities to synchronously and drastically implement solutions to develop the domestic market, stimulate consumption, diversify forms of purchasing and promotion; effectively carry out the campaign "Vietnamese people prioritize using Vietnamese goods", ensuring supply and demand of goods, especially essential goods.
Strengthen trade promotion, expand export markets, especially new markets with great potential; maintain and consolidate traditional markets, support and overcome the shortage of export orders. Effectively implement signed Free Trade Agreements (FTAs), promote negotiations of new FTAs.
Timely overcome shortcomings and limitations in direction and operation, ensure stable and continuous electricity supply, serve production and business of enterprises and people's daily life, especially during the peak hot season. Urgently complete the development of the Plan to implement the 8th Power Plan, submit it to the Prime Minister before July 15, 2023. Quickly complete the direct electricity trading mechanism, the mechanism for developing self-produced and self-consumed rooftop solar power, and pilot the assignment of offshore wind power development to state-owned corporations and groups. Proactively grasp the situation, implement measures to ensure adequate supply of gasoline and oil for the domestic market in all situations.
The Ministry of Construction shall preside over and coordinate with relevant agencies and localities to strictly implement Resolution No. 33/NQ-CP dated March 11, 2023 of the Government on a number of solutions to remove obstacles and promote the safe, healthy and sustainable development of the real estate market. Urge and guide the People's Committees of provinces and centrally run cities to promptly announce the list of social housing projects, workers' housing, renovation and reconstruction of apartment buildings in the area that are eligible to participate in the VND 120 trillion credit package for commercial banks to look up and consider lending according to regulations.
Preside over and coordinate with the Ministry of Public Security to urgently review and complete revisions before July 20, 2023 on standards and regulations related to fire prevention and fighting within the assigned state management scope to thoroughly overcome current difficulties and problems, in accordance with Vietnam's conditions; issue guidance documents and supplement fire prevention and fighting solutions for existing works facing difficult-to-overcome problems.
Building brands for some key agricultural products with high competitiveness
The Ministry of Agriculture and Rural Development shall preside over and coordinate with agencies and localities to synchronously implement measures to boost food production, improve product quality, and ensure national food security. Proactively prevent and combat epidemics, drought, saltwater intrusion, landslides, etc.
Research and orient the branding of some key agricultural products with high competitiveness; coordinate with the Ministry of Industry and Trade and relevant agencies to promote cooperation in agriculture, negotiate and open markets for agricultural products, especially key markets with great potential (such as Japan, Korea, China, etc.).
Continue to direct and have strong, drastic solutions to effectively implement the 180-day action plan to remove the European Commission's (EC) "yellow card" for illegal, unreported and unregulated fishing activities.
The Ministry of Transport shall preside over and coordinate with agencies and localities to drastically accelerate site clearance, important national works and projects, and key transport sector projects according to the progress milestones required by the Government and the direction of the Prime Minister, especially the North-South Eastern Expressway project for the 2021-2025 period.
Facilitate licensing and exploitation of soil and rock for landfill materials
The Ministry of Natural Resources and Environment shall preside over and coordinate with agencies and localities to urgently complete the inspection and assessment of the implementation of land use plans of 63 provinces and centrally-run cities, report to the Government to submit to the National Assembly at the next session; complete regulations on environmental impact assessment to implement infrastructure investment projects and socio-economic development.
Speed up procedures in exploiting construction materials in accordance with the Prime Minister's request in Official Dispatch No. 573/CD-TTg dated June 21, 2023; monitor and urge localities to properly implement the instructions of the Ministry of Natural Resources and Environment, not to impose additional conditions, requirements, and administrative procedures, causing difficulties for contractors.
Research and propose amendments to relevant legal provisions, especially the Law on Minerals, to facilitate licensing and exploitation of soil and rock as filling materials, in accordance with the intended use and meeting practical requirements, serving the construction of traffic works.
Urgently complete and submit to the Government for promulgation a Decree amending and supplementing Decree No. 44/2014/ND-CP dated May 15, 2014 regulating land prices in accordance with the Government's direction in Resolution No. 74/NQ-CP dated May 7, 2023.
Public bidding for printing textbooks, ensuring no shortage of textbooks for the new school year
The Ministry of Education and Training shall preside over and coordinate with agencies and localities to effectively carry out university admissions; prepare well for the new school year 2023-2024. Organize public bidding for printing textbooks, ensure there is no shortage of textbooks for the new school year, and prevent corruption and negativity in printing and distribution; assign Deputy Prime Minister Tran Hong Ha to directly monitor and direct the implementation of this work.
The Ministry of Home Affairs shall preside over and coordinate with agencies and localities to: review and coordinate the completion of the restructuring and rearrangement of public service units under ministries, ministerial-level agencies, and agencies under the Government; continue to advise on the implementation of decentralization and delegation of powers according to Resolution No. 04/NQ-CP of the Government; coordinate with agencies and localities to promote streamlining of staff in conjunction with restructuring the team according to job positions and improving the quality of the team of cadres, civil servants, and public employees. Urgently complete and submit to competent authorities to issue regulations on encouraging cadres to dare to think, dare to do, and dare to take responsibility for the common good.
The Ministry of Justice shall preside over and coordinate with agencies and localities to step up the review and improvement of institutions and legal regulations, especially in removing difficulties for production and business, promoting socio-economic development; monitor, urge, report and make timely proposals on law-making work.
