The number of students increased, but the number of schools did not increase.
Previously, according to statistics from the Department of Education and Training, in this year's 10th grade entrance exam, the number of 9th grade students in the whole province increased by 7,226 students.
In particular, many localities have seen a remarkable increase in the number of students, such as Vinh city with 796 students, Yen Thanh with 722 students, Quynh Luu with 673 students, Dien Chau with 737 students, Thanh Chuong with 610 students, Nghi Loc with 585 students. In the remaining localities, the number of students also increased from 150 to more than 300 students.

The increase in students in localities is equivalent to the enrollment target of a public high school.
The sudden increase in candidates will make it difficult to enroll in public grade 10. The hottest area is Vinh city, because currently in the city there are only 3 public schools: Ha Huy Tap High School, Huynh Thuc Khang High School and Le Viet Thuat High School, with an average annual quota of 630 students (14 classes). In addition, more than 400 students will have the opportunity to pass the entrance exam to specialized schools.
With a total of 6,218 candidates taking the examGrade 10This year, while the public school quota is less than 2,500 students, it is expected that the admission rate to public grade 10 of Vinh city students this year will be less than 50%.
Difficulties in opening a second campus at Huynh Thuc Khang High School
Faced with this reality, at a meeting with press agencies on the afternoon of January 29, many opinions raised questions about increasing enrollment quotas and opening additional 10th grade classes for students in Vinh city.
Mr. Thai Van Thanh - Director of the Department of Education and Training said: The opening and establishment of new public schools is currently not feasible. Therefore, following the direction in Resolution No. 19-NQ/TW dated October 25, 2017, the 6th Conference, the Central Executive Committee (term XII) on continuing to innovate the organization and management system, improving the quality and efficiency of public service units, the feasible solution proposed is to merge or establish new facilities of existing public schools.

To relieve the pressure of 10th grade enrollment, as well as to ensure the rights of students in Vinh city, recently, the Department of Education and Training has asked for permission from the People's Committee of Nghe An province to open a second branch of Huynh Thuc Khang High School, located in Nghi An commune, Vinh city. Branch 2 is expected to enroll 6 classes, for students in suburban areas such as Nghi An, Nghi Duc, Nghi Phu, Nghi Lien communes...
Nghi An commune government also strongly supports this policy and allocates land for education. Up to now, the land clearance has basically ensured the opening of the second branch of Huynh Thuc Khang High School.
However, the biggest problem now is the arrangement of funding and budget for school construction.

Another option that the Department of Education and Training advised and proposed to the Vinh City People's Committee is to convert Dang Thai Mai Secondary School into Dang Thai Mai Secondary and High School.
Accordingly, the new Phan Boi Chau High School for the Gifted is in the urgent construction phase. After completion, Phan Boi Chau High School for the Gifted will move to new facilities in Nghi An commune, and reserve the old facilities for Dang Thai Mai Secondary School (Hung Phuc ward). Dang Thai Mai Secondary School is implementing an advanced model, which is a favorable premise for converting into an inter-level school model to ensure consistency and science in the education and training program. Besides, it also contributes to reducing pressure on schools for high schools in Vinh city. However, this plan is still waiting for Vinh city's opinion.
Priority should be given to public classes.
With the above difficulties, the Director of the Department of Education and Training said: In this year's 10th grade entrance exam, establishing a second campus of Huynh Thuc Khang High School or merging the school is difficult to do.
In the context of a sudden increase in the number of students taking the 10th grade entrance exam, the most feasible solution according to the Department Director is to increase the 10th grade quota or increase the number of students per class "possibly from 45 students/class to 53-54 students/class and possibly arrange extra classes in the afternoon. Thereby, it is possible to increase the quota for public schools".

Not only this year, the increase in students will continue to increase in the following years, with an expected increase of 4,000 students each year. Faced with the pressure of enrolling students in grade 10, parents in Vinh city and some other localities want the province, city and education sector to increase classes and increase public enrollment quotas in grade 10.
In the past 2 years, Huynh Thuc Khang High School, Ha Huy Tap High School, and Le Viet Thuat High School have recruited advanced classes to increase the chances of admission for candidates taking the 10th grade exam. However, many opinions suggest that priority should be given to recruiting public 10th graders instead of advanced 10th graders to reduce the pressure on tuition costs for parents and students.
