Considering that the defendant's criminal behavior was dangerous to society, directly infringed on the lives of law enforcement officers, and that he had two previous convictions but his hooliganism had not changed, the panel sentenced Doan Van Chuyen to the highest sentence of 18 years in prison.

On the morning of June 1, the Hanoi People's Court opened the first instance trial of defendant Doan Van Chuyen, the truck driver who hit and dragged a traffic police officer 20 meters six months ago.

According to the accusation of the Hanoi People's Procuracy, at 9:00 a.m. on December 12, 2015, Doan Van Chuyen (25 years old, Van Giang, Hung Yen) drove a truck on Nguyen Van Linh Street from Hai Phong to Hanoi.

When arriving at the intersection of Sai Dong - Nguyen Van Linh street (Phuc Dong ward, Long Bien district, Hanoi), due to traffic violations, the truck was signaled to stop for inspection by Senior Lieutenant Nguyen Quoc Dat of Traffic Police Team No. 5.

Driver Chuyen did not comply and drove straight into Lieutenant Nguyen Quoc Dat. Unable to avoid the situation, Lieutenant Dat jumped up and grabbed onto the windshield wiper.

Chuyen continued driving at high speed, swerving and stopping suddenly to throw Lieutenant Dat onto the road and let the wheel run over him, dragging the victim about 20 meters.

Lieutenant Dat suffered health damage with an injury rate of 59%.

The Hanoi People's Procuracy believes that the fact that Lieutenant Nguyen Quoc Dat was lucky enough not to die was beyond Chuyen's control. Chuyen's actions constituted murder.

In the first instance trial on the morning of June 1, defendant Chuyen admitted all his crimes and asked the panel of judges to consider giving him the lowest sentence.

Thượng úy Đạt bị kéo lê 20 m và bị thương tật 59%.

Lieutenant Dat was dragged 20 meters and suffered 59% disability.

The panel of judges assessed that the defendant’s criminal acts were dangerous to society, directly infringing on the lives of others, especially those on duty. The defendant himself had two previous convictions (for robbery and theft), and had been rehabilitated, but his hooligan nature had not changed, so he needed to be punished with the highest sentence.

After reviewing the circumstances, the panel sentenced Doan Van Chuyen to 18 years in prison.
