According to the records of the Investigation Police Agency, from 2012 to 2015, Le Thi Ngoc received money and initial documents from many people in need of jobs, then asked another subject, Tran Thi Duyen (born in 1970, in Quang Xuong district, this subject was prosecuted by the Investigation Police Agency of Thanh Hoa Province on April 19, 2016) to apply for jobs for these cases.

However, after the victims transferred the money, Ngoc arbitrarily kept the amount of 640 million VND from 4 cases that asked for jobs and used it to pay off debts for others. When they could not find jobs, the above cases came to ask for their money back but Le Thi Ngoc did not pay.
Currently, the case is continuing to be consolidated for strict handling before the law.
