(Baonghean.vn) - Through the working sessions at the 7th Session of the 18th Provincial People's Council, term 2021 - 2022 and discussions on the sidelines of the session, many issues were raised by the Provincial People's Council delegates, expressing their concerns and responsibilities towards the pressing issues and difficulties from real life, issues of concern to voters and the people as well as for the overall development of the province. Nghe An Newspaper has recorded some opinions of the delegates.

Delegate Nguyen Dam Van (Yen Thanh district):

Need to remove obstacles in business support "package"

The Covid-19 pandemic has negatively impacted all aspects of social life and all subjects, especially the production and business activities of enterprises have been suspended and encountered difficulties. Understanding the difficulties of enterprises, the National Assembly and the Government have issued policies to support and remove difficulties and obstacles for enterprises, cooperatives, and individual business households in Resolution No. 11 of the Government on the Socio-Economic Recovery and Development Program and implementing Resolution No. 43 of the National Assembly on fiscal and monetary policies to support the Economic Recovery and Development Program and social security work.


However, up to this point,support policiesThe implementation is slow and there are some problems. Besides the fact that enterprises in Nghe An are mainly small and micro enterprises, access to information on policies is limited and difficult, the administrative procedures are also complicated and difficult, creating a mentality among enterprises that they are "too tired" and do not want to do it anymore.

Enterprises after the pandemic are facing difficulties due to a long period of reduced production scale or production suspension, and also facing increased prices of gasoline and input materials, so it can be said that difficulties are compounded. The difficulties of enterprises after the Covid-19 pandemic and limitations in implementing policies to support enterprises have been clearly seen by the Provincial People's Council and this content has been included in the questioning session at the 7th Session. It is hoped that after this questioning session, the Provincial People's Council and People's Committee will direct relevant units to disseminate and inform about policies, clarify specific criteria for businesses to enjoy support "packages"; at the same time, study and remove procedural obstacles so that businesses have the opportunity to fully and promptly enjoy policies, contributing to the recovery of production and business, contributing to promoting socio-economic development throughout the province.

Delegate Pham Tuan Vinh (Thai Hoa town):

There are solutions to speed up the disbursement of public investment.

To accelerate public investment plans,disbursement of public investment capitalIn the last 6 months of 2022, in addition to the initiative of investors, provincial departments, branches and sectors need to pay attention to coordinating and supporting investors in the process of establishing, appraising and approving public investment projects. It is recommended that the Department of Finance and the Department of Construction regularly update the prices of raw materials to promptly notify and facilitate the approval process of projects. Many projects, according to the announcement of raw material prices, are too low compared to reality, leading to many investors not being able to approve the projects. Therefore, it is hoped that raw material prices will be regularly updated.


In addition, it is necessary to build a project management apparatus of departments, branches and localities that meets the requirements of the task. "Assigning autonomy in terms of staffing, we are very confused because there is no guidance. The district-level People's Committee does not have enough authority to assign staffing to project management boards but must be assigned by the province." It is recommended that the Department of Home Affairs pay attention and advise the provincial People's Committee to have specific instructions on assigning autonomy to local project management boards. If we want to do well in public investment, if the apparatus is strong, we will be assured about the work. And currently, each locality is doing it in its own way.

Delegate Hoang Thi Thu Trang (Nghia Dan district):

Have a comprehensive plan to fix the degraded power grid infrastructure

Currently, in Nghia Dan district, many meetings of the district People's Council, meetings with voters of elected representatives, from the National Assembly to People's Councils at all levels, have reflected the deterioration of infrastructure and electricity facilities for people's daily life, affecting the quality of electricity supply for people, especially in areas at the end of the power source; especially in many areas, the power grid infrastructure has seriously degraded, threatening the health and safety of people's lives.


Regarding this issue, the People's Council of Nghia Dan district has had many meetings with Nghia Dan district Electricity and this unit has tried very hard to overcome it, but it is only a patchwork due to lack of resources, and resources must be at the level of Nghe An Electricity, of Vietnam Electricity Group to be able to solve it.

Although this is not a new issue, it is a long-standing pressing issue; therefore, it is recommended that the Provincial People's Council and People's Committee direct a comprehensive review of the current status of the power grid infrastructure across the province to have a comprehensive investment plan, in which priority is given to areas that are seriously degraded, threatening the health and lives of the people.

Delegate Pham Thanh Chung (Tan Ky district):

Strengthening inspection and handling of officials performing administrative procedures who violate regulations

The Provincial People's Council has conducted supervision and explanation activities on the limitations in granting land use right certificates. The reasons are focused on two main contents, firstly, the legal regulations and administrative procedure regulations are still complicated, causing difficulties in practice that can be said to be "multi-faceted". Second, the attitude and responsibility of officials and civil servants in carrying out procedures to grant land use right certificates to people.


From that existence, in order to thoroughly resolve and overcome the limitations and difficulties in granting certificates, more than anyone else, local authorities need to step in to review and synthesize the difficulties and problems to propose competent authorities to study, amend, supplement or replace them in accordance with the reality. Regarding the attitude and responsibility of the staff and civil servants in performing public duties, especially in handling the dossiers and procedures for granting certificates, voters have expressed their frustration a lot through voter meetings, so it is recommended that the Provincial People's Committee, especially local leaders, focus on directing, strengthening inspection, supervision and strictly and promptly handling violations so that negative phenomena can be stopped.

Delegate Trinh Van Nha (Thanh Chuong district):

Innovation and creativity in organizing meetings

Over the course of 2 days7th Session, 18th Provincial People's CouncilIt is found that the program and content of the meeting were prepared and implemented methodically, thoughtfully and with high quality. As a demonstration of the preparation work, right from the announcement of the expected content of the meeting program, the Provincial People's Committee requested departments, branches and localities to prepare related content.

In particular, this session has many draft resolutions closely related to people's lives, which are of interest to voters. In the process of developing draft resolutions and reports, there has been active, proactive participation and simultaneous accompaniment of the Provincial People's Council Committee, so the review work has achieved high quality. When the draft is available, the contribution, criticism, and comments are given so that the Provincial People's Committee can direct relevant departments and branches to supplement, adjust, and amend to perfect the draft resolutions and reports to achieve higher quality. In particular, it must be assessed that this is a session that continues to innovate through the application of information technology and creates conditions for delegates to easily and conveniently access, look up, and research documents.


In addition, the management and discussion work in the 4 groups achieved high quality. The Provincial People's Council delegates demonstrated the responsibilities entrusted by the voters, and discussed enthusiastically and frankly. Through the discussion, many new issues emerged that the Provincial People's Council delegates, leaders of sectors, localities, and voters were interested in. Many issues were raised by the Provincial People's Council delegates, leaders of the Provincial People's Committee, departments, and branches to continue discussing and clarifying. Through that, it helped the delegates better understand the results of socio-economic development in the first 6 months of the year, and agree on important orientations, tasks, and solutions in the last 6 months of the year.

The quality of the discussion in the hall is higher, because there is direct interaction between the Provincial People's Council delegates and the leaders of departments and branches when issues are raised. The chairman's management of the session is flexible and effective. The session is broadcast live, so it is also an opportunity for voters and people to better understand the issues that the province leads, directs, operates and implements throughout the province.

The contents discussed at the hall are issues that voters are interested in. Such as the problem in agricultural production when input increases but output is difficult; cement support in new rural construction; power grid infrastructure; state management of mineral resources; arrangement and streamlining of the apparatus after merging villages and hamlets and policies for village and hamlet cadres after merging... Especially related to the practice of public ethics of cadres, civil servants and public employees when Nghe An's provincial competitiveness ranking has decreased. People also want the province to develop, so they must promote administrative reform, in which the human factor is very important.

During the questioning session, the selection of two questions was very appropriate and attracted the attention of voters and people. The Provincial People's Council raised this issue so that departments, branches, authorities at all levels and officials and civil servants of the entire political system could get involved to ensure that the Party's guidelines and policies, the State's policies and laws are effectively implemented in practice, thereby promoting socio-economic development and improving the lives of people and workers. The questioning atmosphere was lively, the commanders of the two branches: Planning and Investment; Construction and related departments and branches answered clearly and directly to the point. Through questioning, awareness and capacity of the grassroots cadres will be raised, the eyes and ears of voters and people will be brought into play, contributing to the authorities at all levels getting involved in handling and ensuring that the implementation in the area is most effective.
