“Ky Son is a mountainous, border district; the terrain is difficult and complex; the population is clustered along the edges of forests, hillsides, ravines, and streams. Traveling to school for students in this area is extremely difficult; if you go to the central school, it takes a whole day. Due to that characteristic, except for the town, in the remaining 20 communes, all primary schools have satellite schools with a total of 105 points.
Organizing satellite schools will facilitate primary school children not having to travel far, however, management as well as education quality and other conditions have certain limitations. In particular, according to the 2018 general education program, in the upcoming 2022-2023 school year, primary school students in grades 3, 4 and 5 will have 2 additional compulsory subjects: Information Technology and English. To organize the teaching of these 2 compulsory subjects, it is necessary to transfer all students at satellite schools to the central school to ensure facilities, equipment and teachers for teaching.
However, the biggest difficulty is that when transferring students from remote schools, the central schools will not be able to meet the physical facilities, including classrooms that can be increased from 5 to 7-10 rooms/school; then the dormitories for students, cafeterias and other auxiliary works must also be built. Besides physical facilities, currently for primary schools, the province has no policy to build semi-boarding schools, so there are no incentive mechanisms and policies.
From the practical situation, it is recommended that the province should have a special mechanism to support primary schools in mountainous areas such as Ky Son to invest in building facilities; at the same time, there should be a policy to build boarding primary schools for ethnic minorities. Along with that, the province should have a special mechanism and policy to recruit foreign language and information technology teachers to meet the needs of schools. As in Ky Son, there is currently a shortage of primary school teachers of information technology and English, with only 2 information technology teachers/33 primary schools and 12 foreign language teachers/33 primary schools.

Since the beginning of the year, due to the impact of the Covid-19 epidemic, the prices of many essential goods for people's daily life, especially seeds and agricultural production materials, have increased; meanwhile, the consumption price of agricultural products has not only not increased but also decreased sharply, and at times they could not be consumed. For example, pig feed increased from 12,000 VND/kg to 17-18,000 VND/kg, but the price of live pigs decreased to 60,000 VND/kg, and at times it decreased sharply to only 45-50,000 VND/kg. Similarly, the input price of rice increased, but the output decreased, from 700-720,000 VND/quintal to 620,000 VND/quintal, and at times it could not be consumed.
In order to have sustainable agricultural production, increase the value of agricultural products and increase farmers' income, the province needs to have mechanisms and policies to encourage and support the linkage of production and consumption of agricultural products. The policy needs to focus on specific contents, such as supporting consulting on production linkage with product consumption; supporting training, coaching, technical guidance, vocational training; supporting seeds, materials, packaging, product labels; supporting the transfer and application of new science and technology according to the high-tech application model...

“In recent years, the traffic system in Thanh Chuong district has been invested in construction and upgraded quite synchronously. However, the traffic density of people and vehicles has also increased. Especially oversized and overloaded vehicles often run at night, regardless of rain or shine on National Highway 7B and inter-commune roads, affecting the traffic infrastructure and causing traffic safety risks. Currently, on this route, in some sections, the asphalt and rocks have sunk, collapsed, and peeled off, creating potholes, causing traffic safety risks.
Therefore, it is recommended that all levels and sectors have more drastic and thorough measures and solutions to deal with the current situation of oversized and overloaded vehicles.

“In village 13, Quynh Vinh commune, there are 2 projects: Hoang Mai Cement Urban Area Project with an area of 23.2 hectares (recovered from 2018 until now, not yet completed, including villages 9, 12, 13); Project of Villas, high-class hotels and ornamental plants business in Quynh Vinh commune with an area of 2.7 hectares (planned since 2012 to have village 13).
These projects are considered to be the driving force for economic development, creating urban landscapes for the locality, but for many years now, compensation for people in the project area has not been completed, no construction items have been implemented, while the land of the people has been recovered and cannot be used for production, causing waste. Local people hope that the State will resolutely direct investors to speed up the progress of projects to create urban landscapes, create jobs for workers, and contribute to the socio-economic development of the locality.

“Naming streets is extremely necessary to improve the urban appearance to gradually complete the criteria of a civilized urban town. This work is also very meaningful, contributing to the propaganda and education of the historical and cultural traditions of the locality, honoring historical figures who have made great contributions in the process of building, defending the country and fighting for the revolution.
However, at present, Vinh Tan ward still has the situation of "houses without numbers, streets without names". For example, Tan Phuong block still has 3 unnamed streets; surrounding blocks such as Tan An and Vinh My are also in a similar situation, without street names or house numbers. This causes difficulties for urban management and people's transaction needs. Therefore, people request relevant units to review street naming, contributing to the good implementation of administrative management, creating favorable conditions for organizations and individuals in production, business activities, economic transactions, cultural and social exchanges".
