(Baonghean.vn) - Over the years, the Party committees and government of Tan Ky district have resolutely implemented administrative reform and achieved certain results. Currently, the district continues to strive to have its administrative reform ranking in the top 10 of the province.

In Ky Son commune, in discussions with several residents who came to the one-stop department to conduct transactions, they said that when they came to the commune's one-stop department to certify some personal documents, the judicial officers provided thorough guidance on the necessary procedures. The certifications were completed in just a few minutes, very quickly and efficiently, and the residents did not encounter any inconvenience.

According to Mr. Nguyen Van Tho, Chairman of the Ky Son Commune People's Committee, the demand from people coming to complete administrative procedures is increasing, so the team of officials and civil servants working at the commune is growing.One-stop service departmentCommune-level officials must possess the necessary capabilities and qualifications, ensuring sufficient staffing according to prescribed positions, and demonstrate a dedicated and highly responsible service attitude. Annually, Ky Son commune facilitates the handling of administrative procedures at the grassroots level for citizens and organizations, contributing to improved effectiveness and efficiency in state management. In the first four months of 2023, 100% of the actual applications from citizens were processed.

To gauge public satisfaction with administrative reform, through annual voter outreach meetings and suggestion boxes at the Party Committee and People's Committee offices, citizens provide sincere and responsible feedback. This allows the commune to identify shortcomings in the One-Stop Service Center, enabling timely corrective action and ultimately better service for the people.

However, according to Mr. Tho, administrative reform still has shortcomings, namely that the workload at the One-Stop Service Center is increasing, but the facilities and equipment have not been modernized...

Improve the ranking of administrative reform

To ensure the widespread implementation of administrative reform in the district, over the years, the Tan Ky District People's Committee has directed departments and localities to strengthen the dissemination of information about administrative reform through various forms such as: on the district's radio system, direct communication to citizens at the one-stop service center; integrating it with conferences on disseminating and educating the public on laws in localities; posting news and articles on the district's electronic information portal, etc.

Through propaganda efforts aimed at raising awareness and responsibility among officials, civil servants, and public employees in implementing administrative reforms; and strengthening the participation of citizens, businesses, and social organizations in organizing and implementing administrative reform tasks.

Mr. Phan Van Giap, Chairman of the Tan Ky District People's Committee, stated: Although the district's administrative reform efforts in previous years and in 2022 have been focused and implemented by all levels, sectors, and officials, the results have not been truly significant. Furthermore, many shortcomings remain in administrative reform, with several indicators ranking low. An assessment of the district's administrative reform index in 2022 showed that Tan Ky achieved nearly 81 points, ranking 14th out of 21 districts and towns in the province.

To continue making strides in administrative reform, improving the investment and business environment, and creating momentum for the socio-economic development of the district, in the coming period, Tan Ky will continue to promote information and communication on administrative reform; improve the ranking of the district's administrative reform work; continue to review and improve the quality of administrative procedures in all areas of state management, focusing on administrative procedures implemented at the district's reception and results delivery department and in communes and towns; and publicly and transparently disclose all administrative procedures through practical and appropriate forms. Along with that, it will build and improve technical infrastructure, information systems, and databases; and promote the application of information technology in management and operation.

Strengthen infrastructure, build e-government, improve public postal services, review existing shortcomings to address them, and propose the establishment of a Steering Committee for Administrative Procedure Reform. Pay attention to the conduct of officials and civil servants towards the people, tighten administrative discipline and order, improve public service ethics and workplace culture, aiming to have the administrative reform ranking in the top 10 of the province.”

To ensure the administrative reform work in the last six months of 2023 is highly effective, the district requests relevant departments, agencies, and the People's Committees of communes and towns to focus on addressing existing shortcomings and limitations, assigning tasks and setting implementation schedules for departments and agencies to effectively advise on implementation, continuing to innovate and improve the quality of drafting legal documents, reviewing, proposing, simplifying or shortening the processing time for administrative procedures, and fully publicizing the set of administrative procedures of agencies and units.

Continue to effectively implement regulations on organizational structure towards a streamlined, rational, and efficient system, avoiding duplication. Develop and appraise job position plans for departments, agencies, and units according to regulations; effectively implement the financial autonomy mechanism in administrative agencies and public service units; and implement solutions to accelerate the disbursement of public investment capital.

To date, Tan Ky district has publicly displayed 292 administrative procedures across all fields at its reception and results delivery department; the People's Committees at the commune level have publicly displayed 120 procedures at their respective reception and results delivery departments. The district has applied, maintained, and improved the Quality Management System according to TCVN ISO 9001:2015 in the operations of agencies within the district and commune-level state administrative system.
