Improve attitude and responsibility in serving people

Up to now, 22/22 communes and towns in the areaTan Ky districthave all built a "one-stop" or "one-stop-shop" transaction department. In Ky Son commune, talking to some people who came to transact at the One-stop Department, people said that when they came to the commune's One-stop Department to certify some personal documents, they were enthusiastically guided by judicial officers on the necessary procedures. After only a few minutes, the certifications were completed, very quickly, and people did not encounter any trouble.

According to Mr. Nguyen Van Tho - Chairman of Ky Son Commune People's Committee, the demand of people to do administrative procedures is increasing, so the team of civil servants working atOne-stop shopCommune-level officials must have capacity, qualifications, ensure adequate structure according to prescribed titles and have enthusiastic and highly responsible service attitudes. Every year, Ky Son commune creates favorable conditions for people and organizations when handling administrative procedures at the grassroots level, contributing to improving the effectiveness and efficiency of State management. In the first 4 months of 2023, 100% of people's actual records have been resolved.

To grasp the level of people's satisfaction with administrative reform, every year through voter meetings and suggestion boxes at the Party Committee and People's Committee headquarters, people reflect sincerely and responsibly. From there, the commune discovers limitations at the One-Stop Department to promptly overcome them, aiming to serve the people better and better.

However, according to Mr. Tho, administrative reform work still has shortcomings, that is, the work at the One-Stop Department is increasing, but the facilities and equipment have not been modernized...

Improve administrative reform ranking index

In order for administrative reform to be widely implemented in the area, in recent years, the People's Committee of Tan Ky district has directed sectors and localities to strengthen propaganda work on administrative reform in many diverse forms such as: on the district's radio system, direct propaganda to people at the one-stop transaction department; integrated with conferences to propagate, disseminate and educate the law in localities; posting news and articles on the district's electronic information page...

Through propaganda work to raise awareness and responsibility of cadres, civil servants and public employees in implementing administrative reforms; increase the participation of people, businesses and social organizations in organizing and implementing administrative reform tasks.

Mr. Phan Van Giap - Chairman of Tan Ky District People's Committee said: The administrative reform work of the district in previous years and in 2022, although many levels, branches and staff, civil servants and public employees in the district have made great efforts and focused on implementation, the results are not really clear. Besides, there are still many shortcomings in administrative reform work, many indexes are ranked low. Evaluation of the district's administrative reform index in 2022 shows that Tan Ky achieved nearly 81 points, ranked 14th out of 21 districts and towns in the province.

In order to continue to create changes in administrative reform, improve the investment and business environment, and create momentum for the district's socio-economic development, in the coming time, Tan Ky will continue to promote information and propaganda work on administrative reform; improve the ranking of administrative reform work in the district; continue to review and improve the quality of administrative procedures in all areas of state management, focusing on administrative procedures performed at the Reception and Results Department of the district and communes and towns; publicize and make transparent all administrative procedures with practical and appropriate forms. Along with that, build and complete technical infrastructure, information systems, databases; promote the application of information technology in management and operation activities.

Strengthen infrastructure, build e-government, do a good job of public postal services, review existing areas to overcome, advise on the establishment of a Steering Committee for administrative procedure reform. Focus on the behavior of officials and civil servants towards the people, tighten discipline, administrative discipline, improve public ethics and office culture, strive for the administrative reform index to be in the top 10 of the province".

In order to effectively carry out administrative reform in the last 6 months of 2023, the district requires relevant departments, branches, and People's Committees of communes and towns to focus on directing the overcoming of shortcomings and limitations, assigning tasks and progress of implementation of departments, branches, and sectors to advise on effective implementation, continue to innovate, improve quality, develop legal documents, review, propose, simplify or shorten the processing time for administrative procedures, and fully publicize the administrative procedures of agencies and units.

Continue to deploy and implement well the regulations on organizational structure in the direction of streamlining, rationality, efficiency, avoiding overlap. Develop and appraise the job position project of departments, offices, agencies, and units according to regulations, organize and effectively implement the financial autonomy mechanism at administrative agencies and public service units, deploy solutions to accelerate the disbursement of public investment capital.
