Mr. Son focuses on reforming administrative procedures.
Administrative procedure reform is one of the key tasks of Anh Son district, and to effectively implement this, the district always focuses on reviewing, cutting, and simplifying administrative procedures. At the same time, the one-stop service centers from the District People's Committee to all 21 communes and towns have innovated their service methods to meet the needs of citizens and businesses.

"An Unexpected Day"
Dinh Son is one of the communes with a convenient location and close to the center of Anh Son district, so the business and trade sector is very developed; however, because the Dinh Son commune's reception and results delivery department has not met the requirements, people have to go to the reception and results delivery department of the Anh Son District People's Committee when registering their businesses.
Furthermore, at the commune's reception and results delivery department, six criteria scored 0 points: apologizing for delayed or overdue applications on the provincial administrative procedure resolution information system; the percentage of users using the document management software; the creation of an electronic information page; the percentage of digitized applications with complete components upon receipt; the percentage of digitized application results; and the percentage of online application payments. Therefore, in the ranking of administrative reform in Anh Son district (2023), Dinh Son commune ranked 13th out of 21 communes and towns.
In light of this situation, Anh Son district selected Dinh Son commune as one of four pilot units for administrative reform. Mr. Nguyen Van Thai, Chairman of the People's Committee of Dinh Son commune, shared: "With the timely guidance and support of the district and the determination and innovation of the officials and civil servants of Dinh Son commune in implementing administrative reform, since the beginning of 2024, the People's Committee of Dinh Son commune has focused on leading, directing, and organizing the implementation of the administrative reform plan to overcome the shortcomings of previous years and continue to better serve the people and organizations in the area; to date, the reception and results delivery department of the commune has seen significant improvements."
When households come to the commune's reception and results delivery department for transactions, they are always warmly and cheerfully welcomed by officials and receive timely support and guidance. For business households submitting business registration applications and other administrative procedures, they are guided to complete them online… From the beginning of 2024 to the present, the commune's reception and results delivery department has received and processed 2,321 applications for people and organizations in the area; of which, 38 business households submitted business registration applications online and received results after 3 days."
One of the innovations in administrative procedures in Dinh Son commune that has been highly appreciated by the people is the "no-appointment day". During the week, Monday to Friday is designated as "no-appointment days," meaning citizens can visit the commune's People's Committee without needing to make an appointment. On these weekdays, the commune's People's Committee arranges for leaders and officials to be on duty to ensure the best possible service for citizens registering and resolving administrative procedures.
With its active participation in administrative reform, from the beginning of 2024 to the present, Dinh Son commune has not only overcome the limitations (not yet meeting 6 criteria) at the One-Stop Service Center, but has also significantly improved administrative reform. As a result, it has reduced waiting times for citizens and created favorable conditions for disadvantaged groups, such as the elderly, people with disabilities, and laborers, to easily access and have their administrative issues resolved. Currently, Dinh Son commune is providing guidance and support to citizens in applying for passports through the online application system…

Along with Dinh Son commune (addressing shortcomings and limitations in administrative reform), the district's pilot units, namely the Department of Culture and Information (regarding the handling of administrative procedures) and the Hoa Son Commune People's Committee (regarding the replication of administrative reform models), have also implemented effective and innovative approaches that contribute to improving the quality of service for citizens and businesses.
Ensuring 100% administrative procedures.Solve in an electronic environment
To effectively implement administrative procedure reform, Anh Son district continues to direct, review, reduce, and simplify administrative procedures (according to Plan No. 85/KH-UBND dated January 20, 2024 of the Provincial People's Committee and Plan No. 51/KH-UBND dated February 27, 2024 of the District People's Committee). Currently, the specialized departments of the District People's Committee and the People's Committees of communes and towns are actively implementing administrative procedure reform effectively.
The development, approval, and application of electronic procedures and internal processes in handling administrative procedures in Anh Son district are carried out electronically and uniformly on the provincial administrative procedure information system.
Based on the set of administrative procedures under the jurisdiction of the district and commune levels, as announced by the Provincial People's Committee and implemented through the province's administrative procedure information system, the Anh Son District People's Committee issued directives to the One-Stop Service Centers of the district and communes/towns to strictly implement 437 procedures (276 at the district level and 161 at the commune level) when applications arise. Simultaneously, it directed units and localities to implement 100% of administrative procedures electronically (as stipulated in Government Decree No. 45/2020/ND-CP dated April 8, 2020, on the implementation of administrative procedures electronically). To date, most administrative procedures under the jurisdiction of the district are implemented electronically.

Thanks to efforts in administrative procedure reform, the rate of complete digitization of received documents has reached 96.31%, and the rate of digitization of administrative procedure resolution results is 99.34%. According to statistics from Anh Son district, in the first nine months of 2024, the total number of administrative procedure documents received and resolved by specialized departments of the District People's Committee and communes and towns was 17,685 (including 9,327 notarized documents), comprising 7,274/8,331 online submissions (accounting for 87.3%) and 1,057 in-person submissions. The resolution rate at the district level was 99.61% for timely and on-time delivery, and at the commune level, it was 97.66%.
In the coming period, the District Steering Committee for Administrative Reform will continue to decisively and effectively implement the directives of the Provincial Party Committee, the Provincial Steering Committee for Administrative Reform, and the 2024 Administrative Reform Plan of the Provincial People's Committee.
At the same time, the District People's Committee is directed to issue more specific directives and guidelines on administrative reform, replicate the results of pilot units, and create a stronger shift in building e-government and digital government; Effectively implement administrative procedure control, the one-stop shop mechanism, and the integrated one-stop shop mechanism, striving to ensure that 100% of administrative procedures under the district's jurisdiction are received and processed electronically. We are determined to complete the digital transformation targets for Anh Son district in 2024 to both effectively implement the province's policies and plans on administrative reform, significantly improve the district's ranking in administrative reform, and above all, serve and satisfy the people and businesses.
