Mr. Son focuses on administrative procedure reform
Administrative procedure reform (CCTTHC) is one of the key tasks of Anh Son district and to perform well in this field, the district always focuses on reviewing, reducing and simplifying administrative procedures. At the same time, at the One-Stop Department from the District People's Committee to 21/21 communes and towns, all services have been innovated to meet the requirements of people and businesses.
"Unexpected day"
Dinh Son is one of the communes with convenient traffic location and close to the center of Anh Son district, so the business and trade sector is very developed; however, because the Reception and Result Delivery Department of Dinh Son commune has not met the requirements, so when registering a business, people go to the Reception and Result Delivery Department of the District People's Committee.
In addition, at the Commune Reception and Results Department, there are 6 criteria that achieved 0 points: Apologizing for late and overdue records on the Provincial Administrative Procedures Information System; Percentage of users using the software to manage administrative documents; Establishing an electronic information page; Percentage of digitizing complete records upon receipt; Percentage of digitizing record results; Percentage of online record payments. Therefore, in the ranking of administrative reform in Anh Son district (2023), Dinh Son commune ranked 13th out of 21 communes and towns.
Faced with that reality, Anh Son district has chosen Dinh Son commune as one of the four pilot units for administrative reform innovation. Mr. Nguyen Van Thai - Chairman of Dinh Son Commune People's Committee shared: "With the timely direction and support of the district and the determination and innovation of Dinh Son commune's civil servants in implementing administrative reform, since the beginning of 2024, Dinh Son Commune People's Committee has focused on leading, directing, and organizing the implementation of the administrative reform plan to overcome the shortcomings of previous years and continue to serve the people and organizations in the area better; up to now, the Reception and Results Department of the commune has changed significantly.
When coming to the commune's Reception and Result Delivery Department to transact, households are always warmly and cheerfully welcomed by civil servants and are supported and guided to resolve issues promptly. For business households submitting business registration applications and other administrative procedures, they are instructed to do so online... From the beginning of 2024 up to now, the commune's Reception and Result Delivery Department has received and resolved 2,321 applications for people and organizations in the area; of which, 38 business households submitted business registration applications online and received results after 3 days.
One of the innovations in administrative procedures in Dinh Son commune that is highly appreciated by the people is "no appointment day". During the week, from Monday to Friday, are pre-determined as "no appointment day", meaning that citizens come to the Commune People's Committee without having to make an appointment in advance. During the weekdays, the Commune People's Committee arranges leaders and civil servants on duty to ensure the best service for citizens coming to register for administrative procedures.
By actively participating in administrative procedures, since the beginning of 2024, Dinh Son commune has not only overcome the limitations (not meeting 6 criteria) at the One-Stop Department, but also strongly improved administrative procedures. Thanks to that, it has reduced the waiting time of citizens, while creating conditions for disadvantaged groups, such as the elderly, the disabled, and workers, to easily access and resolve administrative issues. Currently, Dinh Son commune is announcing instructions and supporting people to make passports through the online application system...
Along with Dinh Son commune (implementing the overcoming of shortcomings and limitations in administrative reform work), the district's key leadership units, the Department of Culture and Information (on administrative procedure settlement), and the People's Committee of Hoa Son commune (on replicating the administrative reform model) have also had good and creative ways to contribute to improving the quality of service for people and businesses...
100% guarantee of administrative procedureselectronic settlement
To effectively implement the field of administrative procedure reform, Anh Son district continues to direct, review, reduce and simplify administrative procedures (according to Plan No. 85/KH-UBND dated January 20, 2024 of the Provincial People's Committee and Plan No. 51/KH-UBND dated February 27, 2024 of the District People's Committee). Currently, the specialized departments of the District People's Committee, the People's Committees of communes and towns are actively implementing the work of administrative procedure reform.
The development, approval and application of electronic procedures and internal procedures in handling administrative procedures of Anh Son district are carried out according to electronic procedures, unified on the province's administrative procedure handling information system.
On the basis of the set of administrative procedures under the jurisdiction of the district and commune levels announced by the Provincial People's Committee and organized to receive and resolve on the provincial administrative procedure settlement information system, the People's Committee of Anh Son district issued documents directing the One-stop Department of the district and communes and towns to strictly implement 437 procedures (district level: 276 procedures, commune level 161 procedures) when records arise, and at the same time directed units and localities to deploy 100% of records and administrative procedures in the electronic environment (according to the provisions of Decree No. 45/2020/ND-CP dated April 8, 2020 of the Government on implementing administrative procedures in the electronic environment). Up to now, basically all administrative procedures under the jurisdiction of the district are implemented in the electronic environment.

With efforts in administrative procedure reform, up to now, the rate of full digitization of dossier components upon receipt has reached 96.31% and the rate of digitization of administrative procedure settlement results is 99.34%. According to statistics of Anh Son district, in the first 9 months of 2024, the total number of administrative procedure dossiers received and resolved by the specialized departments of the District People's Committee, communes and towns is 17,685 dossiers (including 9,327 certified dossiers), including 7,274/8,331 dossiers received online (accounting for 87.3%) and 1,057 dossiers received directly. The settlement results at the district level are 99.61% of early and on-time returns and 97.66% of early and on-time returns at the commune level.
In the coming time, the District Administrative Reform Steering Committee will continue to resolutely and effectively implement the directive documents of the Provincial Party Committee, the Provincial Administrative Reform Steering Committee, and the 2024 Administrative Reform Plan of the Provincial People's Committee.
