That is one of the requirements of Directive No. 27-CT/TU, issued by the Standing Committee of Nghe An Provincial Party Committee on March 5, 2019, on strengthening the arrangement of regular police officers to take on the positions of commune police.

Accordingly, in order to continue to effectively implement the Resolutions of the Party Central Committee and the Politburo on continuing to innovate and streamline the organization of the Ministry of Public Security, operate effectively and efficiently and proactively implement the 2018 Law on People's Public Security, the Standing Committee of Nghe An Provincial Party Committee requests Party committees at all levels, Party organizations, departments, branches, sectors, the Fatherland Front and organizations, unions, district, city, town Party committees, and affiliated Party committees to implement the following contents:

- Strengthen propaganda and mobilization so that cadres, party members and people clearly understand that the policy of arranging regular police to take up commune police positions is a correct policy of the Party and State, stemming from practical requirements...

- Party committees and authorities from the provincial to communal levels must identify the task of arranging regular police in communes and towns as one of the key and urgent political tasks from now until the end of the term of the Party Congresses at all levels (term 2015 - 2020). From there, develop specific resolutions, programs, plans and roadmaps to effectively direct the implementation of the policy of merging communes and towns of the Politburo, the Government and the Provincial Party Committee in the coming time.

- Party committees and authorities at all levels conduct comprehensive surveys of the staff and facilities of the commune police, and have plans and roadmaps for the arrangement and reorganization of the commune police force...

- Strengthen the arrangement of regular police officers to take on the positions of commune police in accordance with the provisions of law, instructions of the Government and the Ministry of Public Security, with an implementation roadmap suitable for each commune and the current situation of the semi-professional commune police force. Prioritize implementation in communes in key areas with complicated security and order; communes where the semi-professional commune police force is lacking or does not meet the requirements of the job...

- Party committees and authorities at all levels have plans and create all favorable conditions in terms of headquarters, working equipment, resting places... for regular police officers to perform well their political tasks at the grassroots level. In conjunction with the work of preparing personnel for the Party Congress for the 2020-2025 term, Party committees and authorities at all levels proactively do a good job of orienting the structure and planning, prioritizing the arrangement of regular commune and town police chiefs to Party committees to effectively lead and direct the work of ensuring security and order at the grassroots level.
