Strengthening coordination in inspection and supervision of exploitation according to the Fisheries Law
(Baonghean.vn) - On the morning of August 2, in Vinh city, a working delegation of the Department of Fisheries Control (Ministry of Agriculture and Rural Development) led by Mr. Nguyen Phu Quoc - Deputy Director of the Department had a working session with the Nghe An Fisheries Sub-Department.
At the meeting, representativesNghe An Fisheries Departmentreported on the situation of aquatic exploitation in the area in the first 7 months of the year. Accordingly, the estimated exploitation output was 121,902 tons, equivalent to a value of 2,797 billion VND; of which about 117 thousand tons were exploited at sea, and nearly 4 thousand tons were exploited inland.
To manage aquatic resources andovercome EC Yellow CardThe province has established an interdisciplinary inspection team, through which it has conducted 11 sea surveillance trips for 894 vehicles, sanctioning 52 cases/52 subjects with an administrative fine of 182.7 million VND.

In addition, through monitoring of voyage equipment, the Fisheries Sub-Department has propagated and reminded, so 1,128 fishing vessels have installed VMS voyage monitoring equipment out of a total of 1,166 fishing vessels required to install, reaching 96.74%.
However, only 1,031 fishing vessels have been installed on the National Fishing Vessel Monitoring System, reaching a rate of 88.42%. The reason is that 97 Movimar devices have been discontinued and 38 have not been installed or are on shore or transferred.
Through the VMS monitoring system, Nghe An Fisheries Department discovered that in 7 months, 5,044 fishing vessels lost connection, of which 1,729 vessels were between 15 and 24 m in length and 3,315 vessels were over 24 m; 266 vessels crossed the permitted boundary line at sea and 86 out of 166 vessels that lost signal for over 10 days were warned and handled...

At the meeting, representatives of the Department of Fisheries raised a number of objective difficulties and recommended solutions from the Ministry of Agriculture and Rural Development as well as the Department of Fisheries Control.
Currently, the coastal inspection and monitoring equipment of the provincial fisheries control force is outdated, so regular inspection and monitoring cannot be carried out. The new ship was handed over by the Fisheries Control Department but the repair procedures have not been completed; the support policy for fishermen fishing offshore and protecting the sovereignty of the sea and islands has encountered shortcomings. Due to the increase in oil prices, manyfishing boat fishermen on shore, do not go fishing; fishing efficiency is reduced so some violating vessels lose VMS signal but monitoring and handling work is very difficult...

Speaking at the meeting, the representative of the Fisheries Control Department acknowledged the province's efforts in granting fishing licenses and patrolling at sea to remove the EC yellow card of Nghe An province. Sharing the difficulties of Nghe An fishermen whenAgreement on the delimitation of the Gulf of Tonkin between Vietnam and Chinaexpired, fishery resources are decreasing, oil prices are increasing, causing many fishing boats to stay ashore; equipment conditions of the provincial Fisheries Surveillance are still difficult and limited.
In the coming time, to effectively implement the Fisheries Law and remove the EC yellow card, the province is requested to strengthen coordination with the National Fisheries Surveillance Department in coastal patrols and inspections; the province needs to promote the establishment of its own Fisheries Surveillance Force to operate more effectively; and soon complete repairs and put into use the fisheries surveillance ships handed over by the Fisheries Surveillance Department.
