(Baonghean.vn) - The Nghe An Provincial Delegation of National Assembly Deputies organized 17 regular voter outreach sessions with 395 meetings, attracting nearly 35,840 voters in communes, wards, and towns.Over the course of 9 National Assembly sessions, the Provincial Delegation of National Assembly Deputies has submitted 788 opinions and recommendations to the Standing Committee of the National Assembly and central ministries and agencies.

This was the result announced at the conference summarizing the 5-year implementation of Joint Resolution No. 525/2012 on the interaction between National Assembly deputies and voters, organized by the National Assembly Delegation and the Vietnam Fatherland Front Committee of Nghe An province on the afternoon of July 24th.

Mr. Nguyen Thanh Hien - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation; and Mr. Nguyen Van Huy - Member of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, presided over the conference.

In accordance with the Law on the Organization of the National Assembly and Joint Resolution 525 on voter outreach by National Assembly deputies, before and after each National Assembly session, the Delegation of National Assembly Deputies of Nghe An province has chaired and coordinated with the Provincial Fatherland Front Committee to develop a plan for voter outreach for National Assembly deputies in their constituencies.

Over the past five years, the National Assembly delegation has organized 17 regular voter outreach sessions with 395 meetings, involving nearly 35,840 voters in communes, wards, and towns. At these meetings, the opinions and suggestions of voters were compiled, categorized, and reported fully and clearly. In addition to relying on direct voter contributions at these meetings, the National Assembly delegation also collected voter opinions through various other forms, such as direct meetings and information published in the mass media.

To innovate the methods of organizing voter outreach, during the 13th and 14th National Assemblies, the National Assembly delegation organized 17 thematic voter outreach sessions targeting officials, civil servants, members of the armed forces, and those with specialized expertise. Through this format, the National Assembly deputies were able to gather in-depth opinions on macro-level mechanisms and policies.

The Provincial Delegation of National Assembly Deputies, together with the Provincial Fatherland Front Committee, has closely coordinated with the Fatherland Front Committees of districts, cities, and towns to improve the effectiveness of compiling opinions and recommendations from voters. Over nine sessions of the National Assembly, the Provincial Delegation of National Assembly Deputies has submitted 788 opinions and recommendations to the Standing Committee of the National Assembly and central ministries and agencies.

The monitoring of the resolution of voters' petitions by National Assembly deputies and delegations is carried out seriously and regularly. From 2013 to the present, the Provincial National Assembly Delegation has conducted 4 monitoring sessions on resolving voters' opinions and petitions in the fields of agricultural development investment, implementation of policies on education, health, and policies for people with meritorious services...

At the conference, representatives from the Fatherland Front Committees of the districts and towns generally agreed with the achievements of the Nghe An Provincial National Assembly Delegation in the past period. They also contributed opinions and suggestions to improve the work of engaging with voters in the future, such as: the chairperson's role in managing the meeting was not yet smooth, lacking focus on summarizing the issues and content of the voters' recommendations; some localities did not classify opinions and recommendations according to their respective levels of authority; the responses to voters' recommendations were still general and not specific enough; the secretarial staff had limited skills, resulting in incomplete and inaccurate summaries of voters' opinions…

Regarding Joint Resolution 525, delegates suggested that, after the resolution was issued, there were no guiding documents, leading to confusion in its implementation.

Furthermore, the current reality is that responses to voters' petitions are slow, inconsistent, and some responses are too general and do not address the issues of concern to voters. Therefore, a more specific and clear mechanism for monitoring the resolution of voters' petitions needs to be established.

There is a need for clear regulations on notifying the results of resolving voters' petitions, such as regulations on publishing voters' petitions and the results of their resolution on mass media, on the websites of the National Assembly and the People's Committees of provinces, cities, districts, and communes... so that a large number of voters can access and follow them.

Concluding the conference, Mr. Nguyen Thanh Hien, Deputy Head of the National Assembly Delegation of Nghe An province, emphasized that Joint Resolution 525 provides a complete legal framework for facilitating voter outreach, and highly appreciated the close coordination between the National Assembly Delegation of Nghe An province, the Provincial Fatherland Front Committee, and the leaders of districts, towns, and localities.

In the coming period, it is requested that all levels and sectors clarify their responsibilities in plan development. Regarding the compilation of voters' opinions, it is necessary to classify them quickly and comprehensively, avoiding omissions. Simultaneously, the resolution of voters' requests must be closely monitored and supervised to prevent delays that erode public trust.
