The innovation in Nghe An started from agriculture and rural areas. That is the innovation of the management mechanism of agricultural cooperatives in the spirit of Directive 100/CT-TW of the Central Secretariat on improving the contract work to expand "product contract to labor groups and workers in agricultural cooperatives"; Resolution 10/NQ-TW of the Politburo on innovation of agricultural economic management.

There were two achievements of Nghe An when implementing the Party's spirit of innovation in agriculture at that time. Firstly, Nghe An transformed the crop structure by forming a number of specialized areas for short-term industrial crops (peanuts) and long-term crops (sugarcane, rubber, coffee), along with building a number of processing factories, especially sugar factories. Secondly, it transformed the crop structure and applied the achievements of the biological revolution, bringing a number of short-term, high-quality varieties into production.

Accordingly, Nghe An has converted the unstable autumn and winter crops into a stable and high-yielding summer-autumn crop by avoiding the weather being too cold or too hot during the tillering and flowering period. From the conversion to the summer-autumn crop, there is a long time to produce the winter crop with suitable crops such as peanuts, beans, corn, etc. In the forestry sector, Nghe An has also carried out land and forest allocation for people to manage and benefit, creating initiative in production and raising awareness of forest protection among the people...

It can be said that the fundamental innovation in agriculture in the early period of innovation has created a solid foundation for strong development in the fields of agriculture, rural areas and farmers in recent years. Along with the determination to maintain the goal of ensuring food security, Nghe An agriculture has focused on investing in in-depth development, increasing the value per unit area. There have appeared a number of delicious Nghe An rice brands known to consumers, such as AC5, DT68, VTNA2, herbal rice.... Many concentrated raw material areas have been formed for the processing and export industry such as tea, sugarcane, peanuts.... According to Director of the Department of Agriculture and Rural Development Ho Ngoc Sy, Nghe An's achievements in the agricultural sector today are the result of 30 years of persistent implementation of the Party's innovation. It can be said that in each period, stage and different practical requirements, the Provincial Party Committee has promptly issued appropriate Resolutions. Notably, Resolution No. 11-NQ/TU dated April 24, 2002 of the Provincial Party Committee on the action program to implement Resolution 5 of the 9th Party Central Committee (term IX) to accelerate industrialization and modernization of agriculture and rural areas in the period 2001 - 2010; Action Program No. 21-CTr/TU dated October 31, 2008 of the Provincial Party Committee, term XVI, on implementing Resolution 7 of the 10th Party Central Committee (term X) on agriculture, farmers and rural areas; Resolution No. 03-NQ/TU dated June 6, 2011 of the Provincial Party Committee on promoting the implementation of the New Rural Development Program for the period 2011 - 2020; resolutions and directives of the Provincial Party Committee on land conversion and accumulation, mechanization in production... Especially the active and drastic direction of all levels and sectors in implementing Conclusion No. 20-KL/TW dated February 6, 2003 of the Politburo on socio-economic development of Nghe An province and Resolution No. 26-NQ/TW of the Politburo on socio-economic development of Nghe An province to 2020...

In the industrial sector, some enterprises have been gradually reorganized, and some have been transferred to central corporations and groups, creating efficiency in production and business. At the same time, the attraction of foreign investment has been promoted by strongly improving the investment environment, creating many open mechanisms and policies. Based on the orientation of three key economic zones, creating momentum and spillover for the whole province, Nghe An has been gradually attracting many large projects.

That is the Vinh - Cua Lo economic zone and a part of the Southeast Economic Zone. In this area, priority is given to developing services, tourism - trade and high-tech industry; the economic nature is associated with urban and high-tech. And currently, 2 industrial clusters have been formed, VSIP, Nam Cam, associated with human resource training services, healthcare, culture, finance and banking and tourism. The Hoang Mai - Dong Hoi economic zone, associated with Nam Thanh - Bac Nghe, is to prioritize the development of manufacturing industry and heavy industry with large projects already in place such as Hoa Sen Steel, NPK Factory, 2 thermal power plants; Hoang Mai Cement, Tan Thang Cement...

The Western economic zone includes Nghia Dan, Thai Hoa Town, Quy Hop, Tan Ky. This is an area for developing the mineral processing industry of stone, tin and wood products, agricultural products such as milk, sugar cane, passion fruit, oranges, tea... The socio-economic infrastructure is invested quite synchronously. Modern bridges and roads are built and put into use, creating a new look for infrastructure. Water, road and air traffic routes are effective connections between localities and regions in the province; between Nghe An and other provinces and internationally. That has created the driving force and conditions for Nghe An to accelerate faster...

Overall, after 30 years of renovation, besides the basic achievements, there are still some concerns. Many opinions say that Nghe An's economic development is not sustainable and not commensurate with its potential. The activities of agricultural cooperatives are not in accordance with the spirit of the Cooperative Law and there are no typical models for farmers to learn and replicate.

Industry has not yet made a strong breakthrough, creating a driving force for economic development. Many pressing issues have arisen, especially social issues, and social management in some areas is not effective. The capacity and operational efficiency of the political system are not up to the task. The cadres in the political system have not really been close to the grassroots to grasp the people's requests and recommendations to worry, think and create changes and innovations....

In the spirit of acceleration, the 18th Provincial Party Congress, term 2015 - 2020, determined that by 2020, it will strive to become a fairly developed province in the Northern region, the economic center of the North Central region.

According to comrade Ho Duc Phoc - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, to complete these goals, it is necessary to have drastic steps and solutions to create a major economic breakthrough; speed wins over scale, quality wins over quantity, take shortcuts, promote the application of high technology; each citizen and enterprise is a soldier on the economic front. To develop the economy strongly and sustainably, it is necessary to create an economic breakthrough, promote foreign affairs, investment cooperation to attract large economic groups and build a strong team of entrepreneurs. Improving the material and spiritual life of the people through promoting the implementation of new rural areas, combined with poverty reduction, this is the key issue in the development process of the province.

At this point, the Party Congresses at all levels have been completed and the 12th Party Congress is about to take place. Issuing correct and practical resolutions is a very important issue, but more important is turning the resolutions into reality and into life, closely connected with the flesh and blood of the people.

Therefore, Party committees and political systems at all levels need to develop programs and plans for specific and practical implementation; associated with the issuance of stimulus policies, building a team of dedicated, responsible, intelligent and courageous cadres to undertake the requirements and tasks of a ruling Party leading the people to carry out the innovation process in the next stage.
