Faced with that reality, Anh Son district decided to complete the working apparatus at the Reception and Results Department according to the one-stop, one-stop mechanism. The staff working in this field is carefully selected, has qualifications, capacity, enthusiasm, responsibility for the work and meets the requirements in the new period. Along with that, in the implementation at the district and commune level administrative agencies, there is always a head of the agency or unit in charge of administrative reform work to resolve, so the work is handled promptly.
One of the practical and very supportive tasks in administrative reform is the application of information technology, the application of the ISO quality management system in the process of handling administrative procedures at the Reception and Result Delivery Department under the one-stop mechanism, the interconnected one-stop mechanism. In order to meet the increasing demands in this field, the district is currently implementing the implementation of attracting investment and upgrading the facilities of the Reception and Result Delivery Department.
In Anh Son district, the contents of the 2020 State administrative reform plan were thoroughly disseminated by the district at regular conferences and focused on directing and assigning tasks to departments, offices, units, communes and towns to implement in accordance with working regulations, assigning cadres, civil servants and public employees in charge of fields in the sector and locality, directing the good implementation of the Party's guidelines and policies, the State's laws, promoting administrative reform, public service and civil servants.

In the past, the total number of records received and resolved through the district-level one-stop reception and result return department (including the records transferred from the previous period) was 833 records, of which 808 records were returned on time, 25 records are within the processing period, and there are no overdue or pending records. The above efficiency is also demonstrated at the commune-level one-stop reception and result return department (including the records transferred from the previous period) with a total number of records received and resolved of 11,472 records, of which 11,408 records were returned on time, 64 records are within the processing period, and there are no overdue or pending records.

In the regular monthly conference of the District People's Committee, a certain amount of time was spent assigning tasks to agencies and units to strengthen propaganda work and implement the proposed administrative reform tasks. Therefore, the propaganda work on implementing administrative reform tasks and implementing administrative procedures was carried out quite well in terms of content, quality of propaganda sessions and rich in form, helping to raise awareness, responsibility, increase participation in criticism, and contribute opinions of people and organizations. The highlight of administrative reform in Anh Son is that in the quarterly meeting between the leaders of the district People's Committee and the Chairmen of the People's Committees of communes and towns, the district People's Committee always includes the content of evaluating the implementation of administrative reform tasks and implementing the information and reporting regime of communes and towns to have appropriate solutions. At the same time, coordinate with the Vietnam Fatherland Front and mass organizations to take advantage of inspection, supervision, social criticism as well as people's reflection on the team of officials and civil servants of the government, especially officials and civil servants in charge of the "one-stop" department at the district and commune levels in performing tasks, public services, transactions, and handling administrative procedures for people and businesses.Previously, one of the outstanding issues that was slow to be resolved and caused public frustration was the issuance of Land Use Rights Certificates. Faced with this reality, the Party Committee and the government promptly intervened and clearly identified this as one of the key tasks of the district.

Therefore, Anh Son District Party Committee established a working group to inspect the results of overcoming the shortcomings and limitations in this field. The District People's Council issued a plan to supervise the work of granting certificates in communes and towns; The District People's Committee assigned the plan targets for granting certificates to the district-level departments and offices and communes and towns; Directed the Department of Natural Resources and Environment and the Office of Land Use Rights Registration to assign specific and clear tasks to each civil servant and public employee in charge of communes and towns, and at the same time strengthened the dissemination, propaganda and mobilization work so that people clearly see the rights and obligations of land users to supplement missing documents in a timely manner to speed up the progress of granting certificates... therefore, the work of granting Land Use Rights Certificates has changed positively.
Mr. Nguyen Van Tu - Deputy Director of the Office of Land Use Rights Registration of Anh Son district said: "From the beginning of 2020, the District People's Committee issued a Decision on assigning targets for granting Certificates of land use rights, house ownership rights and other assets attached to land to communes and towns. From the beginning of 2020 to now, the Office of Land Use Rights Registration has advised the District People's Committee to grant 558 certificates with an area of 105.8 hectares, of which 482 certificates were granted according to the needs of land users, with an area of 95.7 hectares, and 76 certificates were granted according to the policy after cadastral surveying, land consolidation, and plot exchange, with an area of more than 10 hectares.
At the same time, urge the People's Committees of Dinh Son, Cam Son, Long Son, and Phuc Son communes to speed up the work of declaration and registration, and prepare documents for the first issuance of Land Use Right Certificates for the People; Coordinate with the People's Committee of Hung Son commune to guide households in preparing declaration and registration documents, and issuing Forestry Land Use Right Certificates; Complete external and internal work, provide cadastral data to the People's Committee of Phuc Son commune and households and individuals to declare and register documents for the issuance of Land Use Right Certificates...
With positive changes in administrative reform, Anh Son district has promptly and effectively resolved administrative reform issues, creating openness for people and businesses and an important driving force to attract investment.
