Focus on resolving difficulties and promptly implementing the Vinh-Cua Lo boulevard project

(Baonghean.vn)- Voters in Nghi Loc district reported that the implementation of the Vinh - Cua Lo boulevard project is very slow, and site clearance work is still facing many difficulties.

The competent authority responded to this issue as follows:

- Regarding construction and installation implementation: Vinh - Cua Lo Boulevard Project, with the Department of Transport as the investor, approved by the Provincial People's Committee in Decision No. 994/QD-UBND dated March 3, 2010, has implemented construction of the section Km7+775 - Km10+832 since September 2012 and has basically completed. However, by the end of 2014, due to difficulties in funding, the project had to temporarily stop construction.

On November 21, 2016, the Ministry of Planning and Investment planned to allocate 1,100 billion VND of Government budget capital for the 2016 - 2020 period for the Vinh - Cua Lo Boulevard project. To continue implementing the project, after balancing the capital source, the Provincial Party Committee and the Provincial People's Committee agreed to adjust the specific project scale: Adjust the cross-section scale from Km0+00 ÷ Km7+775 from 160m to 95m, the section from Km7+775 ÷ Km10+832 under construction will remain the same as the approved plan (Document No. 495-TB/TU dated December 8, 2015 of the Provincial Party Committee, Document No. 9222/UBND-CN dated November 30, 2016 of the Provincial People's Committee).

The implementation process needs to complete related legal procedures such as: Planning adjustment dossier to report to the Ministry of Construction to submit to the Prime Minister for approval of adjustment of Vinh city's master plan until 2030; Adjusting related plans, finalizing old projects, approving project investment policies (new projects) and conducting steps of surveying, designing project establishment, designing construction drawings... Up to now, the Department of Transport is completing the procedures and is expected to implement the project in September 2017.

- Regarding site clearance work: Currently, the People's Committee of Vinh city, Nghi Loc district and Cua Lo town are focusing on implementing site clearance work including: Inventory, pricing, confirmation of land origin, resettlement approval, construction of resettlement areas, etc. However, in the implementation process, there are still many difficulties and problems, specifically:

+ The volume of land acquisition and clearance is large, the number of resettled households is large (about 200 households), many resettlement areas must be built (about 5 resettlement areas), the number of graves that need to be relocated is large (about 600), many public works (electricity, telecommunications...) must be relocated.

+ Some households in hamlet 9 and hamlet 18 of Nghi Phong commune requested to select resettlement locations within a 300m radius from the foot of the project to both sides; have not yet coordinated with the District Compensation Council and the Commune People's Committee to conduct inventory, measurement, and make compensation plans; Some households requested that the resettlement area must be equal to the recovered area.

On August 23, 2017, Mr. Nguyen Xuan Duong - Chairman of the Provincial People's Committee chaired a working session on the implementation of the Vinh - Cua Lo connecting road project (Phase 1), directing departments, branches and localities to focus on resolving difficulties and obstacles, and promptly implement the project according to the set schedule./.
