Many people drive in the wrong lane; Cattle are grazed on Vinh - Cua Lo Boulevard
Although departments, branches and localities have propagated and directed to strictly prohibit grazing buffalo and cows and driving vehicles in the correct lane on Vinh - Cua Lo Boulevard, there are still many traffic violations on the route.
Vinh - Cua Lo Boulevard is a key route of Nghe An province, officially opened to traffic at the end of August 2024. Up to now, although it has been put into use for half a year, many people still violate regulations on the route.

According to reporters' records on March 26-27, the situation of people grazing buffaloes and cows on Vinh - Cua Lo Boulevard appeared frequently, especially the section passing through localities such as Nghi Duc, Nghi Phu, Nghi Xuan, Nghi Phong (Vinh City). Some people even led a herd of cows across the road with a large amount of traffic.
According to observations, the median strip of Vinh - Cua Lo boulevard is quite wide, from 21 - 216 meters, there is quite good grass here, so many people instead of grazing buffaloes and cows in the fields on both sides of the boulevard, deliberately lead buffaloes and cows into this median strip to feed and in fact, there have been cases of traffic collisions because of this action.

Mr. VTN, Nghi Phu Ward, Vinh City shared: Early last March, while traveling from my house to Cua Lo beach on Vinh - Cua Lo Boulevard, my car was hit by a cow that was being let loose on this road, breaking the rearview mirror and denting the front. Luckily, I was traveling at a slow speed at that time, otherwise it would have been extremely dangerous.
Nghi Phu Ward authorities said: Since Vinh - Cua Lo Avenue opened to traffic, following the direction of Nghe An province and Vinh city, the locality has continuously propagated and advised people not to graze buffaloes and cows on this road. At first, the locality reminded, however, to increase deterrence, in recent months, the ward police have been assigned to patrol and have drawn up records to fine a number of households that frequently violate regulations.

Not only do people let their buffaloes and cows roam on the highway, but many people also drive in the wrong lane despite specific signs.
According to regulations, for the section from Km0+00 - Km9+680 (section with two-way access roads) on Vinh - Cua Lo boulevard, the access roads on each side are 9m wide, allowing mixed vehicles to circulate. The main road on each side is 16m wide (4 lanes) and only allows cars to circulate.
However, according to the reporter's observations, there have been cases of motorbikes and bicycles entering the main lane for cars in recent days. This is extremely dangerous because the lane for cars is allowed to travel at high speed (80km/h), if smaller vehicles enter this lane, there will be a very high risk of traffic accidents.

Previously, Nghe An Department of Transport (before the merger) issued Official Dispatch No. 4558/SGTVT-QLDA to localities regarding ensuring order and guiding people on Vinh - Cua Lo Boulevard. The Department of Transport requested the People's Committee of Vinh City and Nghi Loc District to direct relevant wards and communes to propagate and mobilize people to comply with traffic organization plans, principles of safe traffic participation and not to graze buffaloes and cows on the route. Notify people to dismantle constructions, billboards, corrugated iron roofs, perennial trees, platforms, and bases to make sidewalks...

Vinh - Cua Lo Boulevard is a key route of Nghe An province and Vinh city with a total length of 10.8km. The project is implemented in two phases. Phase 1 was completed in 2020, allowing traffic on two mixed lanes. Phase 2 started construction in mid-2022 and was completed in August 2024, officially opening to traffic on August 29, 2024.
According to Decree 168/2024/ND-CP of the Government on administrative sanctions for violations of road traffic order and safety, the following acts: Letting pets roam freely in urban areas or public places will be subject to a warning or a fine of 300,000 - 500,000 VND; Letting pets walk on the road without ensuring safety for people and vehicles participating in traffic will be subject to a fine of 150,000 - 250,000 VND; Leading pets on the wrong side of the road or into prohibited roads or prohibited areas will be subject to a fine of 400,000 - 600,000 VND.
Also according to Decree 168, motorcyclists driving in the wrong lane will be fined from 600,000 to 800,000 VND. If they cause a traffic accident, they will be fined from 10,000,000 to 14,000,000 VND and have 10 points deducted from their driving license. Riding a bicycle in the wrong lane will be fined from 80,000 to 100,000 VND.
