Increase the maximum speed on Vinh - Cua Lo Boulevard to 80 km/h from November 15

According to information from the Nghe An Department of Transport, the Vinh – Cua Lo Boulevard Project has been basically completed. From November 15, 2024, the unit will adjust the maximum speed on the route for people to travel.

The Vinh - Cua Lo Road Project (Phase 2) was approved by the People's Committee of Nghe An province in Decision No. 4686/QD-UBND dated December 2, 2021 and assigned the Department of Transport as the investor. On August 29, 2024, the Department of Transport put the project into temporary operation with a maximum speed of 50 km/h.

The representative of the Project Management Board, Department of Transport, said that up to now, the project has basically completed the road surface, traffic safety system and works on the route; currently, some local items on the sidewalk and the expansion of the intersection with the 35m road and the coastal road are being completed. However, these items do not affect the function of the project and ensure that the project meets the conditions for safe exploitation.

Therefore, to suit the actual conditions, create quick connectivity between the two urban areas of Vinh city and Cua Lo town, and promote the investment efficiency of the project, it is expected that on November 15, 2024, the Department of Transport will organize the exploitation of the Vinh - Cua Lo Road Project (phase 2) with the traffic organization plan approved by the Provincial People's Committee in Document No. 7919/UBND-CN dated September 16, 2024, specifically as follows:

For the section from Km0+00 - Km9+680, the service road on each side is 9m wide: Allows mixed vehicles (motorized vehicles, rudimentary vehicles, specialized motorbikes...) to circulate, the maximum speed is60 km/h.

The main road is 16m wide on each side: Only cars are allowed to circulate, maximum speed is80 km/h.

For the section from Km9+680 - Km10+832 (section near Binh Minh road,TX.Cua Lo): Allows vehicles to circulate at a maximum speed of60 km/h.

To continue forming habits and ensuring safety for people when participating in traffic on the route, minimizing the risk of traffic insecurity and increasing the ability to travel on the route, Nghe An Department of Transport issued Official Dispatch No. 4557/SGTVT-QLDA dated November 13 requesting the Provincial Police to direct the Traffic Police force, local Police (Vinh city, Nghi Loc district and Cua Lo town) to patrol, control, handle violations of traffic order and safety, and guide people to comply with traffic organization plans and principles of safe traffic participation during operation.

Thus, it is expected that on November 15, 2024, the maximum speed on Vinh - Cua Lo Boulevard will be increased to 80 km/h. Previously, after more than 2 months of temporary operation with a maximum speed of 50 km/h, many people said that this was quite a low speed compared to such a large-scale route.

According to the reporter's records on the morning of November 13, 2024, the authorities have begun repainting the maximum speed limit at 80 km/h on the main road and 60 km/h on the service road, expected to be completed on November 15 as planned.

Nghe An Department of Transport also said that during the recent temporary exploitation, there have been certain problems such as: the situation of people traveling in the opposite direction is relatively high; grazing buffaloes and cows on the median strip is quite common; garbage collection on both sides of the sidewalk still occurs; some households build structures, billboards, corrugated iron roofs, and plant perennial trees to re-encroach on the sidewalk; building platforms and platforms to make sidewalks and walkways is rampant, leading to traffic insecurity, poor road drainage and loss of road aesthetics.

Therefore, to ensure the safety of people when participating in traffic and minimize the risk of traffic insecurity, the Department of Transport also requested the People's Committees of Vinh City, Nghi Loc District and Cua Lo Town to direct relevant wards and communes to notify people to dismantle constructions, billboards, corrugated iron roofs, perennial trees, platforms, pedestals to make sidewalks... before November 20, 2024. Strictly manage the construction of works along both sides of the project scope, promptly detect and apply measures to prevent, handle and suspend acts of encroachment on the sidewalk scope of the project.

Propaganda and mobilize people to comply with traffic organization plans, principles of safe traffic participation and not to graze buffaloes and cows on the route. Direct the Vinh City Police, Nghi Loc District and Cua Lo Town to patrol, control and handle violations of traffic order and safety, and guide people to comply with safe traffic organization plans.
