Focus on building livelihood support models suitable to the reality in Ky Son district

(Baonghean.vn) - Despite efforts, the progress of implementing National Target Programs in Ky Son district is still slow, requiring more drastic and close attention from local Party committees and authorities.

Progress is slow

On March 16, the working delegation of the Provincial People's Committee led by Mr. Bui Dinh Long - Vice Chairman of the Provincial People's Committee had a working session with the People's Committee of Ky Son district to inspect the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas and the National Target Program on sustainable poverty reduction for the period 2021 - 2025.

Also attending were representatives of the Provincial Ethnic Committee and the Departments of Labor, War Invalids and Social Affairs, Planning and Investment, Agriculture and Rural Development, and Finance.

According to the report of the People's Committee of Ky Son district, in 2022, the central budget allocated for Ky Son district to implement the National Target Programs is 300,041 billion VND, of which the National Target Program on socio-economic development in ethnic minority and mountainous areas is 173,571 billion VND (Development investment capital is 91,259 billion VND, career capital is 82,312 billion VND); the National Target Program on sustainable poverty reduction is 82,977.24 million VND.

In the past time, the People's Committee of Ky Son district has actively directed, departments, offices and units have proactively coordinated to guide the implementation of the programs. In addition, the contents of the programs have been basically approved as a basis for disbursement in the coming time.

However, although the disbursement rate of capital for projects under the National Target Programs in the district has reached an average of more than 40% so far, the progress of implementing the National Target Program for socio-economic development in ethnic minority and mountainous areas and the National Target Program for sustainable poverty reduction for the period 2021 - 2025 in the district is still slow. Some projects have not yet had implementation instructions such as housing support, production land, and projects supporting the development of ethnic groups, which are still facing many difficulties. The capital for implementing some sub-projects has not been fully allocated due to many difficult contents.

At the meeting, representatives of departments and offices of Ky Son district said that the reason for the slow progress of implementing the National Target Programs in the district is due to the completely new system of regulatory documents, the approach to applying the documents is still confusing, especially for the National Target Program for socio-economic development in ethnic minority and mountainous areas.

In addition, some projects do not have specific instructions from the Central Government. Some provincial departments and branches are slow to agree with the content proposed by the district, leading to the situation where the district takes the initiative early but the implementation results are slow.

The representative of the leader of Ky Son district added that Ky Son district has identified medicinal plants as a strength for economic development and sustainable poverty reduction of the district. However, through surveying and evaluating the precious medicinal plant area and comparing with the regulations on building the precious medicinal plant area stipulated in Circular 10/TT-BYT dated September 22, 2022 of the Ministry of Health, to implement the 210-hectare medicinal plant area, the district needs a large amount of capital, but the investment capital allocated for the period 2021-2025 of more than 6 billion VND is not enough for implementation. In addition, there are a number of other difficulties such as low support rates for housing construction; support rates for production land; and many problems in price appraisal.

Effectively review models for timely adjustments

Speaking at the meeting, representatives of the leaders of departments and branches requested Ky Son district to promote communication work, regularly update models, typical examples, initiatives and good experiences in implementing programs; advise on budget allocation to effectively implement investment in completing the infrastructure system; strengthen coordination and direction through the activities of members of the Steering Committee of National Target Programs; promote the role of the people as the main subject in implementing programs to achieve maximum efficiency of investment policies...

Concluding the meeting, Vice Chairman of the Provincial People's Committee Bui Dinh Long shared the difficulties of Ky Son district; acknowledged the participation of the district Party Committee and government in leading and directing the implementation of National Target Programs in the district.

The Vice Chairman of the Provincial People's Committee pointed out that despite efforts, the disbursement rate of projects under the National Target Programs of Ky Son district is still low compared to the rate of projects approved for capital allocation.

Therefore, the Steering Committee for the implementation of the National Target Programs of the district needs to be more determined in assigning and urging the implementation of tasks for each member.

“The members of the Steering Committee need to be close to the grassroots, review each project in detail, clearly define the plan for each year and each phase, and select feasible projects to focus on. For each project, it is necessary to effectively review the models to make timely adjustments; select models suitable to reality to focus on investment, and focus on models that support livelihoods for the people,” the Vice Chairman of the Provincial People's Committee emphasized.
