Thanh Chuong reduces 179 staff in 3 years
(Baonghean.vn) - Implementing the directions of the Central and the province, the Party committees at all levels in Thanh Chuong have had many solutions in streamlining the payroll and restructuring the staff, improving the effectiveness and efficiency of the apparatus.
Accordingly, the district has merged 3 Vocational Training Centers, Technical - General Center (formerly known as Vocational Guidance and Training Center) and District Continuing Education Center into one unit, called: Vocational Education - Continuing Education Center.
Through this merger, 2 focal points were reduced, 2 management staff were reduced and 3 people were reduced according to Decree 108 of the Government. The district also dissolved the Suspension Bridge Management Team. With a total of 6 positions, only 1 person was transferred to the District People's Committee Office, and 5 people retired according to Decree 108 and the retirement regime.

In the education and training sector, there are currently 8 localities implementing the model, one person takes on the accounting duties at 2 kindergartens and primary or secondary schools (previously each school had 1 accountant); 41 library and equipment contracts of secondary schools are transferred to study for a second degree in preschool education to recruit preschool teachers; and the library and equipment duties at secondary schools are assigned to teachers in redundant subjects in secondary schools on a part-time basis.
According to the Head of the District Education and Training Department, Dang Van Hoa: With this approach, the district has solved the problem of surplus teachers in a subject at the secondary level, reduced the service department and solved the problem of shortage of preschool teachers. The upcoming orientation of the sector will continue to research to streamline the administrative department; that is, for small schools with less than 10 classes, there will be no 2 management staff, but only a Principal, no Vice Principal. Thanks to that, from 2015 to now, the education and training sector of Thanh Chuong district has reduced more than 120 positions.
In Dung town, comrade Phan Thi Thuy - Secretary of the town Party Committee, said: According to Decision No. 14/2014/QD-UBND, dated January 27, 2014 of the Provincial People's Committee, the unit is assigned 21 part-time positions. However, the operation and practice have raised many shortcomings. The number of positions is large, the allowance for each position is too low, reducing the motivation and commitment of this team to the job; there are even positions that only go to the headquarters 2-3 times a week to handle work, so it is easy to forget the work and not be proficient in the job.

From that reality, the town has arranged for 2 or 3 part-time positions to be held by 1 person, such as Vice Chairman of the Vietnam Fatherland Front Committee, Vice Chairman of the Farmers' Association; Vice Chairman of the Women's Association, concurrently in charge of hunger eradication and poverty reduction; Standing Committee member of the Commune Youth Union, concurrently managing the cultural house and commune radio station... Thus, from 21 part-time positions, through the arrangement of part-time positions, the town has reduced 16 positions.
Thanks to that, each year the town saves more than 100 million from the budget to support allowances for this team when they have not yet performed experience; saving money for training and developing the team. More importantly, when the organization trusts them to take on many tasks, associated with an increase in allowances of 200% for the part-time position (equivalent to the salary of a civil servant), it really motivates this team to invest time, care, improve work efficiency, some cadres even proactively study to improve their qualifications...
Along with restructuring the part-time team, the town also restructured the team at the block level. Specifically, there are 8 Party cell secretaries who are also block heads; 8 Party cell secretaries who are also heads of the Front work committee; 8 deputy secretaries who are also block heads. At the hamlet level, the position of Deputy Head of the Women's Union is also concurrently held by the position of Population - Family Planning and Children collaborator.
In Thanh Tien commune, a type II commune was assigned 21 part-time positions, but through the arrangement of concurrent positions, 8 part-time positions were reduced. In parallel, in some hamlets, the Party cell secretary was also the hamlet chief, and the Farmers' Association only assigned the Branch Chief without assigning a Deputy Branch Chief to reduce the number of people working in the hamlet, reduce the budget burden, and increase the effectiveness of the organizations in the system.
Comrade Nguyen Van Loan - Secretary of Thanh Tien Commune Party Committee, said that if in the coming time, the Central Government amends Decree 92/2009/ND-CP and superiors give commune-level units a mechanism, the unit will be determined to streamline the payroll in the civil service sector to streamline and improve the effectiveness and efficiency of the apparatus.

Head of the District Party Committee's Organization Board Nguyen Trong Anh said that thanks to drastic direction, in the past 3 years, Thanh Chuong district has reduced 179 positions, of which 67 were streamlined according to Decree 108/ND-CP and did not reassign 179/378 retired and retired officials. Accordingly, the rate of staff reduction from 2015 to present has reached 3.1% compared to the assigned positions in 2015.
