Thanh Chuong decides to enforce the demolition of a 'monstrous' house built on forestry land
(Baonghean.vn) - Thanh Chuong District People's Committee has just issued Decision No. 741/QD-CCXP to enforce remedial measures against individuals who illegally built houses and livestock barns on forestry land in Thanh Mai commune.
Decision No. 741/QD-CCXP on compulsory implementation of remedial measures of Thanh Chuong District People's Committee was issued on March 31, 2021. The reason for issuing Decision No. 741/QD-CCXP is to ensure the implementation of Decision No. 529/QD-XPVPHC on administrative violation sanction dated January 30, 2019 of Thanh Chuong District People's Committee.Thanh Chuong.

The person who is required to take remedial measures is Mr. Cao Trong Hong, residing in Quang Tien Ward, Thai Hoa Town. The consequences caused by the administrative violation that need to be remedied are:
- 295.2m2Mr. Cao Trong Hong arbitrarily changed the purpose of production forest land to other agricultural land without permission from the competent state agency (building livestock barns on agricultural land).
- 484.7m2Mr. Cao Trong Hong arbitrarily changed the purpose of production forest land to other agricultural land without permission from the competent state agency (building a 2-storey house on forestry land).

Remedial measures to be taken include:
- Force Mr. Cao Trong Hong to restore the land to its original state before the violation that was changed due to his administrative violation. Specifically: Dismantle and clear all illegally built livestock barns and restore the production forest land status at plot number 523, map sheet number 02, forestry map, in Khe Nai forest area, Thanh Mai commune.
- Force Mr. Cao Trong Hong to restore the land to its original state before the violation that was changed due to his administrative violation. Specifically: Dismantle and clear the entire illegally built two-story house and restore the status of the production forest land at plot number 523, map sheet number 02 of the forestry map, in the Khe Nai forest area, Thanh Mai commune.
“Within 60 days from the date of receipt of this Decision, Mr. Cao Trong Hong is responsible for implementing the Decision. If after the deadline Mr. Cao Trong Hong does not voluntarily comply, he will be forced to comply according to the provisions of law” – Article 4, Decision No. 741/QD-CCXP clearly states.

Regarding Mr. Cao Trong Hong's illegal construction on forestry land, the People's Committee of Thanh Chuong district determined it in November 2017. Based on the provisions of the law, on January 30, 2019, the People's Committee of Thanh Chuong district issued Decision 529/QD-XPVPHC to administratively fine Mr. Cao Trong Hong VND 22,500,000; at the same time, requested to restore the land to its previous condition. However, Mr. Cao Trong Hong did not comply with the dismantling and clearance of the illegally built housing and livestock barns.
On December 17, 2020, at the 14th session of the 19th term Thanh Chuong District People's Council, the district People's Council delegates questioned the Thanh Chuong District People's Committee on the content of administrative sanctions for violations in the land sector; at the same time, they requested to thoroughly handle the violations of Mr. Cao Trong Hong.
