Vinh City begins enrollment for primary school.

Today (August 5th), schools in Vinh City began enrolling students for the first grade at all three levels: preschool, primary, and secondary. Eligible students are children residing in the wards and communes listed in the published universal education program (data from the September 2021 survey).

This year's enrollment process in Vinh City has unique characteristics because there are two schools in the area piloting the advanced school model. Therefore, for primary school students (entering grade 1) in Le Mao ward who are not participating in the advanced school model, parents can register their children's preferences for a public school in the area.

Similarly, for 11-year-old children (entering grade 6) in Hung Phuc ward who are not enrolled in the advanced school model following the integration trend at Dang Thai Mai Secondary School, parents can register their children to attend a public secondary school in Vinh City according to their wishes.

Currently, according to the combined figures from Le Mao Primary School and Dang Thai Mai Secondary School, the number of students in the school area registered to participate in the advanced model has reached 50% (nearly 100 students).

Ms. Pham Thi Truong Giang, Principal of Le Mao Primary School, said: According to the universal education list, this year Le Mao ward has nearly 200 students eligible for universal education, and so far 98 students have registered to study at the school. The rest have registered at neighboring schools around the ward, with the highest concentration at Quang Trung Primary School with 41 students, Hong Son Primary School with 21 students, and other schools such as Hung Binh Primary School and Ha Huy Tap Primary School. In addition, 9 students have transferred to private schools.

Right on the first day of registration (morning of August 5th), despite offering both online and in-person options, a large number of parents came to the school to complete the registration in person. At Le Mao Secondary School, Ms. Le Thi Xuan (Tan Thanh block) said: "My child's parents work far from home and don't have the means to submit the application, so I came to the school to ask the teachers to enter the data for me."

Ms. Nguyen Thi Thanh Thu, the school principal, also stated: With online enrollment, parents do not need to bring documents because all the data is already available on the universal education list. To facilitate parents, the school has assigned teachers to handle enrollment, providing direct guidance to parents and assisting with online login right at the school.

In addition to providing preschool education for students in the ward, this year Vinh City is also creating favorable conditions for some specific units. For example, in Hung Phuc ward, since there is no preschool in the area, for 5-year-old children, the ward will organize them into groups and inform parents to contact Hung Binh, Hung Dung 2 public preschools and other public preschools in neighboring areas to complete the enrollment procedures (if needed).

During the enrollment process, schools prioritize children from poor and near-poor households, children of families receiving government assistance, and children of factory workers and workers in industrial zones in the area who are facing difficult circumstances, low income, and unstable living conditions (for preschool level). For other educational levels, in cases where students move to the area with their parents, or transfer from other provinces (children of factory workers, disadvantaged families) who do not fall under the universal education program, schools should consider and facilitate their right to education.

Speaking about this year's enrollment process, Ms. Hoang Phuong Thao, Head of the Education and Training Department of Vinh City, said: The enrollment process for the 2022-2023 school year in Vinh City faces many difficulties due to the significantly larger number of students compared to previous years.

Therefore, this year, the number of classrooms in the city has also increased, with the largest increase at the lower secondary level with 47 classes (including 43 public and 4 private classes), followed by an increase of 10 primary school classes (including 3 public and 7 private classes). The number of preschool classes, however, remained stable and did not increase.

According to the plan, schools in the city will announce the enrollment results to parents by August 10th. To ensure fairness, this year the city will continue to use software to assign classes for grades 1 and 6, and conduct a lottery to assign homeroom teachers for grades 1 to 6.
