Vinh City will enforce site clearance for apartment building A1
(Baonghean.vn) - Building A1 Quang Trung is the most dangerously degraded apartment building in Vinh city. Currently, 87 households have been relocated to a new resettlement site and only 1 household is still determined to stay.

Implementing the Quang Trung apartment renovation project, Quang Trung Petroleum Urban Investment Joint Stock Company encountered many difficulties, the biggest of which was the propaganda and mobilization work for site clearance, making people agree to demolish the old and dilapidated apartment building A1, contributing to urban beautification and improving the city's appearance.
The investor has completed the construction of two spacious and impressive high-rise apartment buildings and all households have agreed on the compensation and resettlement plan, received apartments, and moved to new houses to stabilize their lives for over a year. Up to now, the work of moving and arranging resettlement for old apartments A1, A6 and part of A5 to new apartments CT2A and CT2B is almost completed, ensuring compliance with current regulations of the State (reaching a rate of 97.72%).

The investor was happy to think that the old building was liberated to build the CT3 high-rise building, but the last household, Mrs. Nguyen Thi Thuy and Mr. Nguyen Van Dai, still did not agree to the support, compensation, and site clearance policies of the project and had not relocated. However, because this family had 2 apartments, they received a resettlement apartment on the 10th floor (apartment 1006, CT2B apartment building with an area of 52.16m2. This is the apartment arranged for resettlement for apartment number 68, 3rd floor, building A1, and the apartment on the 1st floor where Ms. Thuy is currently living, Ms. Thuy absolutely refuses to move and makes many unfounded requests.

The A1 Quang Trung apartment complex is now in serious disrepair, no one lives there, the apartments no longer have main door frames or windows, they are wide open and overgrown with grass covering the entire first floor, and could collapse at any time.
The road to the apartment complex was also closed, but Ms. Thuy’s apartment (a hair washing service business) was still located below the building while the building could collapse at any time. Ms. Thuy’s family living there alone was very dangerous, especially during the rainy season.
Will be enforced soon
On May 24, 2018, the investor, Quang Trung Petroleum Urban Investment Joint Stock Company, sent Document No. 94/CV-PVUC to the People's Committee of Vinh City and the People's Committee of Quang Trung Ward regarding the implementation of compensation, support, site clearance and relocation of the remaining household in building A1, the renovation project of area A - Quang Trung Apartment Complex. It stated that the Vinh City Land Fund Development Center, the People's Committee of Quang Trung Ward and the investor had carried out compensation by handing over resettlement apartments to the households receiving the apartments, and at the same time paying compensation and support costs to the households receiving money according to regulations.
Mr. Ha Thai Son - Chairman of Quang Trung Ward People's Committee said: Previously, Ms. Nguyen Thi Thuy had submitted a petition to Vinh City People's Committee with the following contents: Regarding land price, requesting compensation and support for house price at apartment number 2, 1st floor, building A1 with the price of 25 million VND/m2, and at the same time reduce the price of resettlement houses (the difference in area is 22m2(after conversion) room 1006, from 9.9 million VND/m2 down to 8 million VND/m2Ms. Thuy also said that her house is on the first floor, so the first floor must be resettled, while Quang Trung Petroleum Urban Investment Joint Stock Company only has a policy of arranging resettlement from the second floor up, the company performs other tasks on the first floor.
To ensure the progress of the project, Quang Trung Petroleum Urban Investment Joint Stock Company provided her with a first-floor apartment as she requested (although the company stipulated that the first floor was not for residential use), but Ms. Thuy demanded that the first-floor apartment must have two frontages for her business. The company could not meet this request, so to this day Ms. Thuy still refuses to move.
Ms. Nguyen Thi Thuy is not a business owner, does not have a business license, and does not pay taxes to the government. She expanded her hair salon herself, so the request to be resettled in an apartment with a business frontage is an unreasonable demand.
Mr. Ha Thai Son added: “Quang Trung Ward People's Committee has organized many meetings to explain and propagate, and the investor has also mobilized many times, but up to now this household still refuses to comply. Ms. Nguyen Thi Thuy is not a business household, does not have a business license, and does not pay taxes to the state. She expanded her hair salon herself, so the request to resettle an apartment with a business frontage is an unreasonable demand. Given the danger to the lives of Ms. Thuy's family and those who come to her hair salon, Quang Trung Ward has petitioned the city to once again request the Department of Construction to re-inspecte the quality of building A1 and soon demolish this building."

Mr. Ha Thanh Tinh - Vice Chairman of the City People's Committee said: The city has sent an official dispatch requesting the Department of Construction to re-inspecte the quality of house A1 and after the inspection results are available, the city will carry out the procedures for forced relocation to ensure the safety of the people and ensure the legitimate rights of investors implementing projects in the area.
After the inspection results are available, the city will carry out forced relocation procedures.
Vinh City People's Committee also issued Document No. 3239 in response to Ms. Thuy, stating that, in implementing the commitment dated August 3, 2015 between Vinh City People's Committee, Quang Trung Ward People's Committee and the investor on the policy of compensation, support for site clearance and resettlement: The business price at the apartment is 11 million VND/m2according to the converted area. Therefore, Ms. Nguyen Thi Thuy's household requests compensation and support for the house price at No. 2, 1st floor, building A1 at the price of 25 million VND/m2and reduce resettlement housing prices (the difference in area increases by 22m2(after conversion) room 1006, from 9.9 million VND/m2down to 8 million VND/m2is not a basis for resolution.
