Vinh City: Lack of coordination in resolving existing problems and limitations

Lack of close coordination
One of the reasons leading to the current problems and difficulties facing the city, as pointed out through the group discussion, is the lack of close and effective coordination between the city and the wards and communes.
For example, the progress of investment in the construction of some markets in the city is slow. Delegate Nguyen Thanh Mai - Secretary of the Party Committee of Truong Thi Ward said that in the investment planning of Quan Lau market, although this ward is the investor, up to now it is dependent on the investment and construction viewpoint of the province and the city, so it has not been implemented yet.
Or regarding the settlement of the old apartment building to expand the scale of Truong Thi Primary School, although the ward has organized for households in the apartment building to draw lots for resettlement, but up to now the city has not yet granted resettlement land to the people to relocate, while currently, with a scale of more than 1,400 students, the school only has 25 classrooms, still lacking about 10 classrooms, so it has to divide the school shift to include Saturday.

Some delegates from communes merged into the city since 2008 also reflected that the coordination between the city and localities in granting and exchanging certificates of land use rights for residential and agricultural land was ineffective, and the rate of granting and exchanging certificates was still low. Specifically, the rate of granting and exchanging certificates of land use rights for residential land compared to the declared records was only 36.7% and the rate of granting and exchanging certificates of land use rights for agricultural land was 65.7%. In addition,The planning for land auction and infrastructure have been completed, but the progress of completing the appraisal documents is still delayed.
Referring to other content, delegate Nguyen Van Thanh - Secretary of Nghi An Commune Party Committee, stated that the planning of wards and communes has not been coordinated for implementation; this affects a series of local tasks such as urban order management, granting and re-granting land use right certificates, including land fund exploitation.

Delegate Thanh also pointed out the current situation in the area where there are hundreds of farms and ranches in residential areas, causing environmental pollution and making people angry. Therefore, the city needs to have a policy to deal with this problem.
Concerned about the lack of effective economic models in agricultural production in the city, delegate Trinh Ba Duong - Secretary of the Party Committee of Hung Chinh commune suggested that the city work with suburban communes to increase the value of agricultural production through building and supporting the building of effective economic models.

Many urgent projects need capital allocation.
Sharing with the city in the difficult conditions of resources, however, in the discussion groups, many delegates also suggested that the city pay attention to allocating resources to implement urgent projects included in the 2017 - 2020 medium-term investment plan.
For example, in Hung Chinh commune, delegate Trinh Ba Duong said that there are two urgent drainage projects but they have not yet been included in the list of projects to be invested in 2019.
Delegate Nguyen Quang Viet - Chairman of Hung Phuc Ward People's Committee proposed that the city prioritize capital allocation to dredge the canal system, currently in the ward there are 10 canals with a length of more than 7,000 meters that have been silted. Similarly, in Doi Cung ward, according to delegate Vo Tuan Anh, the drainage canal on Phan Chu Trinh street has not been dredged after 15 years of investment.

There is also the issue of capital to invest in completing the facilities of some schools, ensuring they meet national standards; upgrading the gymnasium of the city's cultural and sports center; and investing in installing traffic safety signal systems for some newly opened routes.
Many existing problems and limitations were also mentioned by many delegates and recommended that the city have drastic solutions in 2019 related to black credit, tax debt collection, environmental protection, administrative reform, management of construction order in urban areas, apartment buildings, etc.
