The Resolution emphasizes the need to continue streamlining the organizational structure of agencies in the state administrative apparatus with specific criteria. The model and scale of the apparatus must be consistent with the nature, characteristics, functions and tasks of each type of agency, unit and locality.

Research and develop a Project on the organizational structure of the Government for the 15th National Assembly term (2021 - 2026), including reasonable adjustments to the sectors and management fields between ministries and ministerial-level agencies to reasonably determine the number of ministries, ministerial-level agencies, and government agencies.

Clearly define the criteria for establishing departments, divisions, bureaus, general departments and equivalent units under ministries and ministerial-level agencies based on the position, function, task, working relationship, number of job positions and the minimum number of civil servants and affiliated focal points required for each type of unit.

Rearrange the internal organizational structure to minimize intermediate levels, reduce focal points, reduce staff, reduce the number of deputy leaders and those holding leadership and management titles; rearrange the organizational apparatus in a number of vertical organizational fields or decentralized to local management.

Based on the Government's framework regulations and specific conditions, local authorities shall review and rearrange the internal organization of specialized agencies under the People's Committees at provincial and district levels in the direction of resolutely reducing focal points.
