Cua Lo Town proposes that the National Assembly have an investment policy for grassroots health care.
(Baonghean.vn) - On the afternoon of December 22, the National Assembly Delegation of Nghe An province had a working session with the People's Committee of Cua Lo town under the program of supervising the mobilization, management and use of resources for Covid-19 prevention and control, preventive medicine and grassroots health care.

Mobilizing more than 30 billion VND for epidemic prevention work
According to the report of the leaders of Cua Lo town People's Committee, with the methodical and drastic direction, from zoning, organizing anti-epidemic and suppression factors, blockade; mobilizing the entire political system to participate, strengthening coordination, closely and effectively combining with departments, branches, provincial units, and localities in receiving people for quarantine in the area as well as mobilizing forces and resources to serve the work of fighting the Covid-19 epidemic.
In particular, mobilizing the people's strength, although the application of blockade measures affects production and business, but the awareness and responsibility of voluntary compliance of the people, the government does not need to apply administrative measures. The business community in the area also supported nearly 2.4 billion VND to fight the epidemic.

In addition to socialized resources, the State budget for epidemic prevention and control in cash and converted goods, with a total of more than 28 billion VND.
From the mobilized funds, Cua Lo town has allocated and used them for the right purposes, categories and requirements for Covid-19 prevention and control in the area.
The town also focuses on quickly recovering production and business after the pandemic, with the number of tourists attracted in 2022 reaching more than 3.1 million, of which more than 1.1 million are overnight guests.

Regarding preventive medicine and grassroots health care, according to comrade Doan Tien Dung - Deputy Secretary of the Town Party Committee, Chairman of the Town People's Committee, after the Covid-19 epidemic, it is clear that preventive medicine is extremely important, but previously it has not received attention in terms of human resource organization, implementation plan and consulting the Party Committee and government in using forces to participate in preventive medicine work.
For primary health care, there are also difficulties in terms of facilities, human resources and management mechanisms. Currently, primary health care, human resources and policies are managed by the health sector, while facilities and people belong to the locality.
Currently, the town is planning to review the facilities and human resources of the grassroots health sector to have an investment plan to better meet the task of prevention and improving people's health.

At the meeting, from the practical experience in directing the work of preventing and fighting the Covid-19 epidemic, comrade Pham Thi Hong Toan - Member of the Provincial Party Committee, Secretary of Cua Lo Town Party Committee shared 5 lessons learned, and at the same time, made recommendations to the Supervisory Delegation regarding support policies in the work of preventing and fighting the epidemic; it is necessary to prioritize funding for specialized forces.
In addition, the National Assembly needs to pay attention to policies to support investment in infrastructure associated with attracting community health investment projects for the grassroots level, meeting the minimum requirements in primary health care for the people.

Attention to preventive medicine and primary health care
After listening to the report of the leaders of the Town People's Committee and directly surveying the practice at the Town Health Center and Nghi Hoa Ward Health Station in the morning, members of the Supervisory Delegation raised many issues related to whether or not there was overlap in the directive documents of all levels in the work of preventing and fighting the Covid-19 epidemic.

Concerned about the work of grassroots health care, comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation, Deputy Head of the Supervisory Delegation raised the issue that the preventive health care and grassroots health care lines play an important role, however, currently, the implementation of the line and the mentality of the people still want the upper level to examine and treat diseases, so the problem is how to invest in facilities and human resources for the grassroots level to use effectively, avoiding waste.
At the end of the meeting, comrade Tran Nhat Minh - Member of the Law Committee of the National Assembly, full-time National Assembly delegate, Deputy Head of the Supervisory Delegation highly appreciated the efforts and effectiveness of the epidemic prevention and control work of Cua Lo town, especially the mobilization, management and use of resources for Covid-19 prevention and control for the right purposes, and full payment to the subjects according to regulations.
