Thai Hoa Town: Focused and key direction for comprehensive development

(Baonghean) - After half of the 2015 - 2020 term, Thai Hoa town has made great strides in implementing the goals and targets of the 2nd Town Party Congress, creating clear changes in attracting investment, continuing to consolidate the criteria for new rural construction and resolutely directing the movement to build "wards meeting urban civilized standards".

Promote investment attraction

Speaking at the meeting with Vice Chairman of Thai Hoa Town People's Committee, Pham Van Thach, said: The town has worked with the Provincial Investment Promotion and Support Center to introduce its image and call for investors, including highlighting its location, preferential policies, advantages, industries that need to be attracted, and its commitment to supporting investors. In addition, it has built an information page on the potential and advantages of the locality in English and Korean, and developed a plan for investment attraction portfolios in the period 2016 - 2020.

In addition to promotion, improving the quality of infrastructure is a factor that Thai Hoa town pays great attention to in order to create a competitive advantage in attracting investment. In the town, Nghia My Industrial Cluster has its planning adjusted from 35 to 70 hectares; detailed construction planning at a scale of 1/2,000 of Tay Hieu Industrial Cluster; traffic axes and drainage and wastewater treatment projects in phase 1 are urged and directed to speed up progress.

With the above solutions, Thai Hoa town is attracting the attention of many domestic and foreign investors, such as Korean investors investing in building a garment factory in Nghia My Industrial Park, and some enterprises are also completing investment procedures for a general commercial service area in the area.

In the first 6 months of 2017, Thai Hoa town has attracted a number of very important projects such as: Hieu 2 bridge project and the road at both ends of the bridge under the form of build-transfer (BT) contract; Commercial center, supermarket combined with commercial townhouses in block 8, Long Son ward with the project area expected to be over 18,000m2. In addition, there are projects: renovation and upgrading of Hieu market; Quang Tien commercial service urban area, Pump manufacturing factory in Nghia My Industrial Cluster...

To create a relatively vivid investment attraction picture as above, in addition to promotion and advertising work, the role of local Party committees and authorities in accompanying businesses is extremely important.

For each specific project, the town has established working groups to accompany businesses such as reviewing and helping investors complete procedures; site clearance work is directed strongly. Especially, for key projects, the town supports and spends site clearance costs for investors with the motto that the site clearance price is zero, meaning that businesses do not have to pay any site clearance costs.

Strengthening new rural areas, building civilized urban areas

Thai Hoa town is the first district-level locality in the province to be recognized by the Prime Minister for completing the task of building new rural areas in 2015. However, not stopping at the achieved results, this locality continues to improve the quality of the criteria; at the same time, strongly directs the movement to build "wards meeting urban civilized standards", especially in terms of traffic.

From 2016 to present, the People's Committee of Thai Hoa town has continued to support a total of 2,942 tons of cement to construct 92 traffic routes with a total length of 17.2 km for 10 communes and wards in the area. In Nghia My commune - the first locality of Thai Hoa town to reach the new rural finish line, with the support of the town level, and the contribution of the people, an additional 7 km of concrete road has been built.

“When the new rural area was completed, only 80% of the total 39 km of internal roads were concreted. But now, 100% of the traffic routes in the commune have been concreted” - Chairman of Nghia My Commune People's Committee, Cao Thi Huong said -

“After reaching the new rural finish line, Nghia My commune also built and put into use a spacious primary school (from the 2016-2017 school year); built 1 new one and renovated and upgraded 4 cultural houses with a town-level mechanism supporting 20 million VND for new construction and 15 million VND for repairs, the rest from socialized sources, especially the contributions of people who directly benefited.”

Another bright spot of Thai Hoa town is the consolidation and maintenance of environmental sanitation criteria. This is a dynamic criterion, if we do not really pay attention to directing and promoting people's awareness, it will not be sustainable.

The Standing Committee of Thai Hoa Town Party Committee has issued a Project on collection and transportation of domestic waste in the area for the period 2016 - 2020 with a total budget of more than 26 billion VND. Mr. Hoang Nghia Thai - Head of the Department of Natural Resources and Environment, Thai Hoa Town People's Committee said:

The specific objective of the Project is to collect, transport and thoroughly treat 98% of domestic waste in the town; 100% of motels, hotels, restaurants and residential communities participate in the project of collecting and transporting domestic waste at source; 100% of hotels, motels and restaurants equip themselves with hygienic waste collection tools. 100% of households in the area are equipped with trash cans that meet specifications and standards and conduct waste classification at source. Collection by specialized vehicles throughout the town.

It can be said that after more than 2 years of implementing the Resolution of the 2nd Town Party Congress, with high solidarity and unity, the Party Executive Committee, the Standing Committee and the Standing Committee of Thai Hoa Town Party Committee have focused on leading and directing with focus, key points, and paying comprehensive attention to all areas of work, especially key, outstanding, and decisive tasks. Thanks to that, in addition to attracting investment, consolidating new rural construction, and building civilized urban areas, other areas of Thai Hoa town have made remarkable progress.

Thereby, bringing the town closer to the goal of becoming a core urban area, an economic, service, commercial, cultural and social center of the Northwest region of Nghe An. The opportunities are huge but the challenges to be faced are not small, so in the remaining 2 years of the term, it requires great efforts and political determination of the Party Committee and authorities at all levels of the town, and the comprehensive consensus of the people.

"We also require actively innovating the implementation of the Central and Provincial resolutions in conjunction with the development and implementation of programs, projects, and resolutions in the most effective way; at the same time, improving the operational efficiency of the political system at all levels, focusing on directing the overcoming of manifestations identified after the review according to Resolution 4 of the Central Committee (12th term) in conjunction with the implementation of Directive 05 on promoting the study and following of Ho Chi Minh's ideology, morality, and lifestyle" - Standing Deputy Secretary of Thai Hoa City Party Committee Pham Quang Toan emphasized the core tasks that are focused on directing to lay the foundation for the development of the local socio-economy./.
