Thai Hoa town rotates and transfers 21 officials and managers

Training through rotation and transfer
From being the Head of the Town Radio and Television Station, transferred to become the Secretary of the Long Son Ward Party Committee, for comrade Nguyen Van Thang, there were more difficulties than advantages.
Because from purely professional leadership and management, to leadership covering many areas from Party building work to implementing grassroots political tasks; in addition to that is a new environment, new people.
However, with the mindset of "rotation is to learn, accumulate knowledge and experience in all aspects from reality", comrade Nguyen Van Thang is not afraid of difficulties, sticks closely to the grassroots, is close to the people to grasp the situation, seeks opinions from experienced cadres and party members; at the same time, studies documents and materials to propose leadership and direction plans to implement the tasks set by the Party Committee.
Comrade Hoang Huu Tran - Vice Chairman of Long Son Ward People's Council commented: "Although the rotation period is less than 10 months, comrade Nguyen Van Thang has quickly caught up with the work; especially building solidarity and high collaboration within the Party Committee, mobilizing the participation of the entire political system in carrying out political tasks in the locality.
Therefore, there are difficult tasks that have been well led and directed by the locality, such as compensation and site clearance for projects in the ward such as the Commercial Area project, combined with street-front houses; the center for introducing and maintaining automobile brands... or implementing the process of collecting opinions to merge 8 blocks into 4 blocks, at the same time propagating and creating consensus among cadres and party members to move towards merging Long Son ward with Nghia Hoa...

For comrade Nguyen Thu Trung, from the Secretary of the Town Youth Union, he was transferred to take on the role of Chairman of the People's Committee of Quang Tien Ward - an area with special factors, with 6/12 agricultural production blocks and 4/12 blocks being ethnic minorities, with difficult socio-economic conditions, and the thinking and working methods of some cadres and civil servants having certain stagnation.
With the spirit of a young person who is eager to learn and open to learning, and at the same time with the desire to convey a dedicated, enthusiastic and responsible working style to the grassroots staff, comrade Nguyen Thu Trung has built a work program, maintained a weekly meeting and consultation regime to deploy tasks, clearly define people and work; set a specific completion time, associated with public assessment and review of each individual's work; focused on thoroughly resolving a number of problems and recommendations from the blocs...

Within 3 years (2016 - 2019), Thai Hoa town has rotated and mobilized 21 leaders, managers and specialists.
Of which, 6 cadres were transferred from the town to take up the positions of Party Secretary, Chairman and Vice Chairman of the People's Committee of the commune and ward; 7 cadres were transferred from the commune and ward to the town;
8 cadres were transferred from departments and offices to mass organizations; 2 cadres were transferred and assigned to hold positions for 2 terms or more.
Comrade Tran Khanh Son - Head of the Organization Board of Thai Hoa City Party Committee affirmed that the work of rotating and mobilizing cadres is one of the important solutions to train cadres in practice; at the same time, through rotating cadres with better thinking and working style, it will have a positive impact on the maturity of grassroots cadres and civil servants. On the other hand, through rotation, it also aims to remove weaknesses in cadre work in some units.
Therefore, the work of rotating and mobilizing cadres has always been of interest to the Thai Hoa City Party Committee, especially after Resolution No. 02-NQ/TU of the Provincial Party Committee Standing Committee was issued. This work has been implemented more systematically, drastically and effectively.

Update knowledge for staff
Along with training through rotation, the Party Committees at all levels in Thai Hoa Town also pay attention to training to standardize degrees and foster, update knowledge, and improve capacity and working skills for cadres, civil servants, and public employees.
In Hoa Hieu ward, according to comrade Nguyen Manh Hung - Secretary of the ward Party Committee, in addition to creating conditions for key cadres to participate in training courses and update knowledge according to the positions opened by the province and the town, every year, the ward Party Committee also organizes a number of training courses on Party work, inspection and supervision for the team; innovates and improves the quality of learning and dissemination of resolutions and directives of the Party at all levels; focuses on training in the form of superiors instructing subordinates, and experienced people guiding young people.
Similarly, in Tay Hieu commune, the staff and civil servants have basically been standardized. Of the 23 staff and civil servants, 18 have university degrees and 14 have intermediate political qualifications.
"The leadership, direction and administration of the Party Committee and the government require a serious, responsible, disciplined and administrative working regime, which is also a measure for cadres and civil servants to self-study and research to improve their qualifications to meet the requirements of assigned tasks," said comrade Kieu Dinh Lam - Secretary of the Party Committee of Tay Hieu commune.

Comrade Pham Quang Toan - Standing Deputy Secretary of Thai Hoa Town Party Committee said that, with the orientation of developing Thai Hoa town to become a city, a dynamic and core urban area of the South Thanh Hoa - North Nghe An region (according to the general planning of Thai Hoa town to 2030, orientation to 2040 being submitted to competent authorities for comments for approval), the requirement is to strengthen training, fostering, practicing practical knowledge, adaptability and good handling of task requirements in the new period for the staff.
"To accomplish this task, the solution that Thai Hoa town will focus on in the coming time is to continue to increase the rotation and transfer of cadres and civil servants; associated with the arrangement of the organizational apparatus, restructuring the team of cadres and civil servants, ensuring "being good at one thing and knowing many things" - Comrade Pham Quang Toan affirmed.
