In the context that the Government and many sectors and localities are considering scenarios, roadmaps and measures to reopen the economy, towards recovery and development in the new normal state, many experts have made analyses and proposals that the Government and the National Assembly cannot ignore.
At the Economic and Social Expert Consultation Seminar on September 27 chaired by National Assembly Chairman Vuong Dinh Hue, many experts made very practical recommendations to reopen the economy.
Considering that the country has gone through more than half a year of hard lockdown, causing huge damage to the economy and society, according to Dr. Nguyen Sy Dung (former Deputy Head of the National Assembly Office), the most important thing now is to restore the economy and transform the anti-epidemic model.
Orders must come from the Central Government.
According to the former Deputy Head of the National Assembly Office, not only Hanoi and Ho Chi Minh City but also many other provinces and cities, if they want to change their model, they must first open markets, because millions of people depend on them.

He also said that locking down traditional markets and wholesale markets and allowing only supermarkets to operate has created huge "rents" for people. Because freelance workers who have lost their jobs and have to go shopping at supermarkets will be miserable. Not to mention, closing traditional markets means small-scale producers and farmers around Hanoi cannot access supermarkets. That is one of the shortcomings in economic policy restrictions in many provinces and cities in recent times.
“Thus, if we change the model, it must be coherent, decentralization and delegation of power are important, but at this time, the order must come from the Central Government, only then will the system be smooth. Each province has its own style, each province requires a different type of paper, one province allows it, the other does not, how can the country's economy circulate?” Mr. Dung emphasized and said that we must be very serious in considering how the investment, circulation and supply chain will be transformed if we change the model.
Another very important issue according to Dr. Nguyen Sy Dung is the issue of employment and labor shortage. He also believes that industrial parks in Ho Chi Minh City, Dong Nai, and Binh Duong will have a serious labor shortage, as people are having to flee so miserably that they don't know when they will return. Meanwhile, global supply chains cannot be stopped or broken, so if there is no policy to attract workers back, the shortage will become more and more serious. As for people returning to their hometowns to live a self-sufficient life, it will greatly affect the economy.
“Therefore, if domestic demand cannot be increased, the economy will not develop. That is a major policy and fiscal issue that needs to be taken into account,” Mr. Dung noted, and at the same time suggested having a small credit program to support small-scale traders, “because that is our large labor base.”
Dr. Nguyen Sy Dung said that one very important thing for us to overcome this difficult period is that the National Assembly must ensure accountability, only then can there be transparency.
“In my opinion, the National Assembly committees must actively organize this, such as how to transform the upcoming epidemic prevention and control, how to vaccinate, how to distance, the committees must interact with specialized ministries so that through explanation, new policies can be coherent,” Mr. Dung emphasized.
Increase the scale of support packages, pay more attention to freelance workers and small and medium enterprises
Regarding the management in the coming time when the country reopens the economy, aiming for recovery and development in the new normal state, economic expert Can Van Luc hopes that the Government will soon have a framework for economic recovery and development in the new conditions.

The reason for this proposal, according to the expert, is that currently, each locality has its own style, method, plan, program, and strategy, so we are "63 economies", so the story related to regional linkages and joint efforts to prevent and fight the epidemic will not be effective.
“I think the Government needs to issue a framework, not detailed content, and use it as a common framework for localities to apply, only then can it be guaranteed. It is similar to the general guidance on safe production in the context of the epidemic that the Prime Minister requested the Ministry of Health to do in the next few days.”
Along with the above recommendation, Dr. Can Van Luc said that it is necessary to increase the scale of support packages, and pay special attention to the two groups of freelance workers and small and medium enterprises. In particular, support needs to be focused, key, not general.
The economist warned that in the coming time, inflation risks, price pressures, and supply chain disruptions will continue to destabilize the macro economy. He suggested that there must be better coordination between monetary and fiscal policies. This year, spending is high, revenue is low, and there will be a lot of pressure from inflation and price increases.
The last issue that Mr. Luc recommended the Government to pay more attention to is improving the business environment, this is very necessary, it has been done well in the past but there are also some new developments that, according to him, have caused confusion and difficulties for businesses.
