The conclusion announcement stated that building new rural areas is the main, important and strategic task and solution to successfully implement Resolution 26-NQ/TW of the 7th Conference of the 10th Party Central Committee on agricultural, farmer and rural development. Up to now, 1,965 communes have met 19 criteria (22%), an increase of 4.9% compared to the end of 2015, the national average has reached 13.0 criteria/commune (an increase of 8.3 criteria compared to 2010); 23 district-level units have been recognized as meeting new rural standards.

Deputy Prime Minister Vuong Dinh Hue requested the Central Steering Committee, ministries, branches and localities to continue to urge, direct and guide localities to accelerate the implementation of the 2016 plan's goals and tasks in line with the Program's orientation in the 2016-2020 period; review planning, promote production development associated with restructuring the agricultural sector and improve the efficiency of economic cooperation in agriculture, develop production models according to value chains for key products of each region, ensure food safety and hygiene and adapt to climate change.

At the same time, pilot a number of solid waste and wastewater treatment models, and a model for providing clean water for rural areas in the direction of socialization, especially for island communes, coastal communes, and communes with difficulties in water sources; focus on completing essential infrastructure works in the communes, especially for poor communes and communes with special difficulties; gradually develop solutions and policies to comprehensively improve the rural environment; direct the implementation of the pilot project to complete and replicate new cooperative models in the Mekong Delta.

The Deputy Prime Minister requested to urgently review and promulgate the set of commune-level criteria for the 2016-2020 period, approaching the direction of clarifying the content of the criteria, in accordance with actual conditions, especially the "soft" criteria related to livelihoods, employment, income and spiritual life of rural residents; strengthening the authority of the provincial level, being flexible in promulgating criteria on infrastructure, especially for disadvantaged areas, special areas (mountainous areas, coastal areas...), to ensure that the Program is implemented effectively for people's lives.

For localities that have been recognized as new rural areas, it is necessary to have measures to improve the quality, consolidate and promote the achieved values ​​to become model new rural areas for other communes to refer to and implement.

For the criteria of new rural districts, urgently guide according to Decision 558/QD-TTg dated April 5, 2016 of the Prime Minister in the direction of building new rural areas associated with restructuring the agricultural sector and the urbanization process, linking with the province in terms of infrastructure planning, population and production development.

The Deputy Prime Minister also requested to promote communication and emulation and reward work in 2016; urgently issue a plan to implement the emulation movement "The whole country joins hands to build new rural areas" in the period of 2016 - 2020 in the direction of requiring higher emulation standards, focusing on criteria related to production, culture, security, society, and environment; strengthen coordination with media agencies to organize propaganda activities, organize annual press awards on new rural areas.

Promote international cooperation in new rural construction, enhance exchange and experience sharing, mobilize resources from countries and international organizations for the program; organize working groups to survey and study international experiences in new rural construction./.
