Approving the proposal to draft a Resolution on specific mechanisms and policies to support socio-economic development of Yen Thanh district.

Yen Thanh is a semi-mountainous plain district located in the Northeast of Nghe An province with 39 administrative units including 38 communes and 1 town. In recent years, the Party Committee and the government of Yen Thanh district have always paid attention to leading, directing, issuing and implementing many policies and solutions for economic development and have achieved important achievements.

However, economic growth and budget revenue of Yen Thanh district are not sustainable, not fully exploiting the potential and advantages. The socio-economic infrastructure system is not developed synchronously, not meeting the development requirements. According to the Resolution of the 19th Nghe An Provincial Party Congress for the 2020-2025 term, Yen Thanh district is not in the key economic zones of Nghe An province.

On January 18, 2023, the People's Committee of Nghe An province issued a decision approving the project "Building Yen Thanh district to meet advanced New Rural standards by 2025 and orientation to build a model New Rural district by 2030" and the decision approving the project "Developing high-tech agriculture associated with processing and consumption in Yen Thanh district by 2025 with orientation to 2030".

The proposed objective of the Resolution is to create favorable conditions in terms of resources to support Yen Thanh district in soon completing essential infrastructure, stimulating investment attraction, accelerating the urbanization process, and making positive contributions to the socio-economic development of the province.

Besides, it contributes to helping the district successfully implement the project "Developing high-tech agriculture associated with processing and consumption in Yen Thanh district by 2025 with a vision to 2030" and the project "Building Yen Thanh district to meet advanced New Rural standards by 2025 and orienting to build a model New Rural district by 2030".

According to the proposal to draft a Resolution stipulating a number of specific mechanisms and policies to support the socio-economic development of Yen Thanh district in the period of 2023 - 2030, Yen Thanh would like to enjoy 3 specific policies.

Firstly, the district proposed to be supported with the provincial budget from the land use fees of two real estate projects in the district to create investment sources for key projects and works of Yen Thanh district, including: Project "Urban area in Van Thanh commune, Yen Thanh district, Nghe An province" and project "Construction of a number of inner-city traffic routes to develop traffic infrastructure of Yen Thanh town, Yen Thanh district under the form of build-transfer contract (BT contract)".

The total land use fee expected to be collected from the above two projects is 544.087 billion VND. With the current regulated percentage, the district budget is expected to receive 92.470 billion VND. If the provincial budget is left for the district, the district budget will receive 488.605 billion VND, an increase of 396.135 billion VND.

Second, Yen Thanh proposed that from 2023 to 2025, it would be supported with 6,000 tons of cement/year to invest in traffic and irrigation projects in the district. The total amount of cement support according to the policy expected to support Yen Thanh district is 10.14 billion VND/year.

Third, Yen Thanh district proposed to be supported with 100% of the provincial budget from the money for protection and development of rice-growing land that agencies and organizations must pay due to the conversion of rice-growing land use purposes to non-agricultural land to implement projects in the region to implement the projects, estimated at 20 billion VND/year.

After being approved, the Provincial People's Committee will submit to the Provincial Party Committee Standing Committee for comments and submit to the Provincial People's Council Standing Committee for approval of the proposal to draft the Resolution. If approved, the Provincial People's Committee will continue to draft the Resolution and submit to the Provincial People's Council for approval at the meeting in July 2023.
