At the 32nd Session, the National Assembly Standing Committee considered and approved a Resolution stipulating that the positions and titles with the highest ranks of Lieutenant General and Major General have not been specifically regulated in the 2018 Law on People's Public Security.

On the afternoon of March 13, at the National Assembly House, under the chairmanship of National Assembly Chairwoman Nguyen Thi Kim Ngan, the National Assembly Standing Committee closed its 32nd session.

At this session, the National Assembly Standing Committee gave opinions on the draft Law amending and supplementing a number of articles of the State Audit Law; the Law on Militia and Self-Defense Forces (amended); the Law on Architecture; the Law on Education (amended); the Law on Libraries; and gave opinions on the draft Resolution of the National Assembly on handling tax debts, fines, late payment fines, and late payment fees of taxpayers who have gone bankrupt, dissolved, are no longer in production or business, and are no longer able to pay the state budget.

The National Assembly Standing Committee also reviewed and approved the Resolution on the arrangement of district- and commune-level administrative units for the 2019-2021 period; the Resolution on the establishment of My Hao town in Hung Yen province and Vinh Vien town in Long My district, Hau Giang province; the Resolution stipulating the highest positions and titles of Lieutenant General and Major General, which have not been specifically stipulated in the 2018 Law on People's Public Security.

Speaking at the closing session, National Assembly Chairwoman Nguyen Thi Kim Ngan said that after three days of serious and active work, the 32nd session of the National Assembly Standing Committee had completed its agenda.

The National Assembly Chairman requested the Government, the Standing Committee of the Nationalities Council, the Standing Committees of the National Assembly, the State Audit and relevant agencies to study and absorb the opinions of the National Assembly Standing Committee to continue completing 5 draft laws and 1 draft resolution in time to send to National Assembly deputies in accordance with regulations or submit to the National Assembly Standing Committee at the April session; at the same time, complete the draft resolutions for promulgation.

The National Assembly Chairman also noted that recently, due to the agency's failure to prepare in time, five issues had to be withdrawn from this session. Therefore, the April session must consider many issues and take place over a long period of time (from April 10 to 19). Meanwhile, the full-time National Assembly Deputies Conference will take place in 1.5 days (April 4 and morning of April 5), less than a week before the opening of the April session, so receiving opinions from National Assembly deputies and revising a number of draft laws is very urgent. The National Assembly Chairman requested the Government and National Assembly agencies, relevant agencies and organizations to proactively and promptly prepare the content under their responsibility, and not to delay sending documents or requesting to move to the May session./.
