The Prime Minister has requested a strengthening of state management over karaoke service businesses.

The Government Office has just issued Official Letter No. 5910/VPCP-NC dated September 8, 2022, conveying the directives of Prime Minister Pham Minh Chinh regarding the fire situation and security and order at karaoke establishments.

Considering the report of the Ministry of Public Security in Document No. 3149/BCA-V01 dated September 7, 2022, regarding the fire at a karaoke establishment in Binh Duong province and the work of fire prevention, firefighting, and ensuring security and order at karaoke establishments, Prime Minister Pham Minh Chinh has the following opinion: Agrees with the proposal of the Ministry of Public Security in the aforementioned document. Request:

The Ministry of Public Security is directing the vigorous implementation of measures to ensure security, order, and fire prevention and control at karaoke establishments; and effectively implementing Prime Minister's Directive No. 792/CĐ-TTg dated September 7, 2022.

The Ministry of Culture, Sports and Tourism directs the Departments of Culture, Sports and Tourism to review the licensing of karaoke businesses and operations, strengthen guidance, and organize inter-agency inspection teams at all levels to monitor karaoke business activities.

At the same time, the proposal suggests amending and supplementing regulations to more strictly regulate the licensing of karaoke businesses; adding regulations on the validity period of karaoke business licenses; ensuring that the licensing process is based on fire safety, security, and order conditions set by competent authorities; and increasing penalties for karaoke businesses that violate the law.

The Ministry of Industry and Trade, in coordination with the Vietnam Electricity Group, will implement solutions for managing electrical safety (after the electricity meter) at karaoke establishments; and strengthen the management of advertising, marketing, and the sale of alcoholic beverages at karaoke establishments.

The Ministry of Construction directs and guides localities to strictly implement the appraisal and licensing of construction projects subject to fire safety design review, especially karaoke establishments.

The Ministry of Labour, Invalids and Social Affairs has instructed localities to strengthen state management of labor and prevent social evils at karaoke service establishments.

Comprehensive inspection and review of karaoke business operations.

People's Committees of provinces and centrally-administered cities should strengthen inspection and supervision, and tighten state management of karaoke service businesses. They should organize comprehensive inspections and reviews of karaoke business operations in their areas, impose strict penalties, resolutely revoke licenses, and suspend operations of establishments that do not meet fire safety and security requirements.

At the same time, direct People's Committees at all levels and local functional agencies to seriously implement state management of karaoke business. Establish sanctions to consider and handle the responsibility of the head of local government if karaoke establishments operate without the necessary conditions or without permits.

100% of karaoke establishments must have a second emergency exit.

The People's Committees of provinces and centrally-administered cities require that 100% of karaoke establishments have a second escape route (via balconies, loggias, access to the roof, rope ladders, escape chutes, etc.); proactively equip themselves with fire-fighting equipment and have plans for handling fire and explosion incidents and ensuring safe evacuation.

At the same time, the People's Committees of provinces and centrally-administered cities are directing the strengthening of propaganda and supervision to ensure that karaoke business activities become a healthy form of entertainment.
