Speaking at the opening of the conference, Prime Minister Nguyen Xuan Phuc mentioned the context of 2017 with many difficulties from the international situation as well as domestically. 2017 is considered a year of historic natural disasters for the country.

At that time, many opinions said that the economic target needed to be adjusted, but the whole system got involved, firmly following the very high target set by the National Assembly, focusing on removing difficulties for production and business, focusing on growth. The result of GDP growth of 6.81% was the highest figure in many years.

The Prime Minister also affirmed that the results in national defense, security and society are positive.

As the host country, Vietnam successfully organized APEC 2017 and was highly appreciated by international friends.

2017 was also the year of building and consolidating the state apparatus with many "major cases" being investigated, prosecuted, and completed in court, making the public have high confidence.

“The consistent spirit of 2017 is to build a clean, honest, and service-oriented state apparatus. However, if we do not continue to make efforts, the momentum will stop and the entire apparatus will have to start from scratch if it wants to “heat up” again. Therefore, we cannot allow ourselves to stop,” the Prime Minister emphasized.

In addition to the achievements, the Prime Minister did not deny the limitations such as the economic growth rate is still slow, not sustainable, labor productivity is not high, there are more investment projects of SOEs with low efficiency, even losses, large capital losses. The resilience of the economy to changes in the world market is weak. Average income per capita is still low, urban management still has many shortcomings and limitations. There are still signs of degradation in the apparatus, in a number of cadres and civil servants. Security and order in some areas are complicated. The struggle to protect national sovereignty and territory still has many challenges...

Explaining the causes of limitations and weaknesses, the Prime Minister said the most important thing is the people who carry it out. The Prime Minister emphasized the need to continue reforming the administrative and civil service apparatus.
