On March 27, Prime Minister Pham Minh Chinh chaired a special Government meeting on law-making in March 2023.

Attending the meeting were Deputy Prime Ministers Le Minh Khai, Tran Hong Ha, Tran Luu Quang; General To Lam - Minister of Public Security; members of the Government, leaders of ministries, branches and agencies under the Government.

According to the program, the meeting gave opinions on 5 contents: (1) Draft Resolution of the National Assembly on piloting a number of mechanisms and policies to remove difficulties and obstacles in investment and construction of traffic works; (2) A number of new policies in the field of management of entry, exit, transit and residence of foreigners in Vietnam; (3) Draft Law on Citizen Identification (amended); (4) Draft Law on Credit Institutions (amended); (5) Proposal to develop a Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Exit, Entry, Transit and Residence of Foreigners in Vietnam.

In his opening speech, Prime Minister Pham Minh Chinh stated that institutional development and improvement is one of the three strategic breakthroughs that we have been actively promoting during this term. This thematic session on law development aims to propose to competent authorities to develop and promulgate new policies related to a number of laws.

In recent times, under the leadership of the Party, regularly and directly led by the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong, the participation, accompaniment and supervision of the National Assembly, the efforts of the Government, members of the Government, ministries, branches and localities, we have been very determined in building and perfecting institutions. The Government has organized 10 specialized sessions on law-making in 2022 and this is the third specialized session on law-making in 2023.

The Prime Minister emphasized that this is a big and important matter, with many urgent issues that need to be resolved, many of which are difficult, complicated, and sensitive. Government members need to focus on leadership, direction, and spend time giving comments on draft legal documents.

In the past, we have done this job well, and we must continue to do it even better. In fact, if ministries, branches, ministers, and heads of branches focus on leading and closely directing the situation and pay attention to this work, the work will go smoothly, and the progress and quality of drafting legal documents will be guaranteed.

In the coming time, the work will be more and more as the reality changes rapidly, complicatedly and unpredictably. Many legal documents have been built for a long time, and there are new documents that have been built but have been surpassed in practice. Therefore, it is necessary to review, closely follow the reality, make timely adjustments, remove difficulties, obstacles and bottlenecks, create a clear legal corridor, suitable to the country's conditions and the situation of each period, especially the current difficult period, create motivation, impulse and inspiration for agencies to perform well, contributing to the completion of the targets and tasks set out in the Resolution of the 13th National Party Congress.

The Prime Minister requested that ministries and branches, if they have not yet completed the unit in charge of the task of building and perfecting institutions, must pay attention to completing it, arranging resources, human resources, time, facilities, and funding for this work. The Ministry of Justice continues to improve and ensure the quality of appraisal of draft laws and draft resolutions submitted to the National Assembly. When asked for opinions, ministries and branches must ensure that their comments are timely and of high quality. This content has been directed and assigned to ministers, heads of branches, and local leaders many times by the Government and the Prime Minister; it needs to be thoroughly grasped and be more proactive and active.

"We must not let legal documents become outdated as soon as they are drafted," the Prime Minister stated.

The Prime Minister requested that in the immediate future, it is necessary to focus on developing and completing proposals for law making to be submitted to the National Assembly for consideration and approval of the Law and Ordinance Making Program in 2024, adjusted in 2023, so that the National Assembly Standing Committee can comment on them, and projects and draft documents to be submitted to the National Assembly for consideration and approval at the 5th Session.
